Description
Request for Information Human Capital Analysis for the Environmental Management Division (EMD) at the Environmental Protection Agency (EPA) Region 9 Office. THIS IS A REQUEST FOR INFORMATION ANNOUNCEMENT FOR WRITTEN INFORMATION AND INVITATION TO MEET WITH EPA REGION 9 STAFF ONLY. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes ¿ it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Environmental Protection Agency is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website and the FedConnect website at http://www.fedconnect.net/FedConnect/. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. The Environmental Protection Agency (EPA) Region 9 office has a requirement to perform a human capital analysis of one of the functional areas within the Environmental Management Division (EMD) which is responsible for the business operations of the regional office. EMD consists of functional areas including Finance, Accounting, Budget, Facilities, Information Technology, Contracts, Grants, Human Resources, Quality Assurance, and Strategic Planning. The requested human capital analysis should include a full workload analysis and business review of one of the functional areas within the division consisting of approximately 10 staff. A review of existing workload information, position descriptions, and benchmarking of peer organizations should serve as the foundation of the analysis. The contractor will be expected to develop a new robust workload model which accurately characterizes the skill sets needed for the organization as well as an assessment of the existing workload portfolio. The workload model will highlight any human capital needs or gaps in the existing structure. The contractor will be expected to validate workload model and its findings based on interviews with all existing staff, internal customers, external customers and a statistically significant sampling of work products. The final deliverable will include a summary of findings on the current state of the operations within the organization, the final validated workload model, a staffing matrix that correlates current skill sets and resources to the existing workload portfolio, and recommendations for identified human capital needs and/or gaps. The applicable NAICS code is 541612 with a size limitation of $15 million according to the Small Business Administration (www.sba.gov). Interested firms that meet the small business size standard may submit a capability statement in response to this announcement. When submitting a capability statement, interested firms must demonstrate the capability and capacity to perform the work described above as it relates to Human capital/workload analysis. As part of the demonstration of capacity, firms should include information regarding the size and scope of previous efforts pertaining to workload analysis. Interested firms must also demonstrate that they have the necessary personnel with the requisite experience, labor, materials, services, equipment, and facilities to support the efforts delineated above. Also, firms must include the number of employees and size standard in millions of dollars to determine eligibility as well as other sub-categories status such as Small-Disadvantaged Business, 8(a), Service Disabled Veteran Owned Business, Woman-owned business, etc. Only electronic submissions of capability statements will be accepted. Electronic responses shall be limited to 4 pages, including attachments, on 8.5 x 11 pages. Font size shall be no smaller than 11 pt. Submissions shall be in English. PDF or MS Word document formats are acceptable. Capability statements shall be sent to Mr. Rede Shifferaw at shifferaw.rede@epa.gov no later than 5:00 PM Pacific Daylight Time on October 2, 2015. Standard company brochures and literature will not be considered a sufficient response to this Request for Information. Proprietary Information, if any, should be minimized and MUST BE CLEARLY MARKED. EPA representatives may or may not choose to meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirement. Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, shifferaw.rede@epa.gov. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the Government Point of Entry (fedbizopps.gov); accordingly, questions shall NOT contain proprietary or sensitive information. The Government does not guarantee that questions received after September 25, 2015 will be answered. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide human capital analysis for the Environmental Management Division (EMD) at the Environmental Protection Agency (EPA) Region 9 office. The information provided in the RFI is subject to change and is not binding on the Government. The Environmental Protection Agency has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.
