- Attachment J.2 Price Worksheet Statement of Work The Library of Congress intends to procure preservation digitization services adhering to federal agency digitization guidelines on behalf of FEDLINK customer, U.S. Army Corps of Engineers, HECSA Library. Scope. The HECSA Library is undertaking to digitize approximately 140 volumes / 127,000 pages of bound historical documents. Deliverables include master files in TIFF, searchable PDF files with embedded OCR text, and associated metadata. Performance areas include: • Non-destructive scanning of original bound volumes • Imaging equipment performance monitoring and reporting • Creation of master digital images • Provision of metadata • Processing of images to create derivative files • Delivery of files on DVD Terms and Conditions. All scanning and related work shall comply with the requirements stated in the FEDLINK Preservation Services BOA, Section C4. Digitization Requirements. The Contractor shall follow the digital imaging standards, technical guidelines, and best practices contained in the Federal Agency Digitization Guidelines Initiative (FADGI) Technical Guidelines for Digitizing Cultural Heritage Materials: Creation of Raster Image Master Files. The requirement is to achieve a 3-star performance level. Handling Guidelines. The Contractor is expected to follow preservation guidelines for digitizing library materials such as those found here: http://www.loc.gov/preservation/care/scan.html. Test Image Submission. As part of their proposals, offerors shall submit test images of the DICE Device-level target, also known as the Golden Thread target, which is available from Image Science Associates: http://www.imagescienceassociates.com. Offerors may also be required to submit a bid sample consisting of test images from a representative document. Interested vendors must contact Vanessa Fox on vfox@loc.gov to receive the required test sample that shall be included as part of the technical proposal. Period of Performance. The duration of the project shall not exceed six (6) months, beginning upon execution of the delivery order. FEDLINK services are used by federal libraries and information centers worldwide.
