- The 65th Contracting Flight will be issuing a firm fixed price for a broad range of maintenance, repair and minor construction work on real property at Lajes Field, Azores, Portugal. Some of the major work elements expected for this solicitation will include but are not limited to non-load-bearing metal stud and sheetrock wall construction, Public restroom plumbing, fixtures and finishes, Commercial kitchens and equipment, Aluminum frame storefront systems, Custom-fabricated cabinets, counters, Carpet, vinyl and tile installation, Suspended acoustical ceiling system, Roofing and Siding Systems, Pavements and site work, Construction of metal, wood and masonry buildings, Concrete forming and construction, High and Low voltage installation, modification and repair of lines, transformers, electrical panels and devices at 50/60 Hz, Heating Ventilation Air Conditioning (HVAC), Fire alarm systems, Wet or Dry pipe sprinkler systems, Interior electrical distribution and lighting and Water systems. The performance period is approximately 182 calendar days from notice to proceed, with four one year option years. The magnitude of this project in accordance the FAR 36.204 (f) is between $1,000,000 and $5,000,000. The Performance Price Tradeoff approach will be utilized for this procurement. The North American Industry Classification System assigned to this acquisition will be within Sector 23, Construction. All responsible sources meeting the criteria set forth in the Request for Proposal (RFP) may submit an offer, which will be considered by the Government. The request for Proposal (RFP) package will be available for downloading and viewing at Federal Business Opportunities (FBO), http://www.fbo.gov on or about Early Dec 2015. A pre-proposal conference/site visit will be scheduled at Lajes Field and advertised via solicitation. The RFP package will be available on the Internet only. There will be no hard copies of this solicitation issued. The solicitation specifications and drawings will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All proposals and other normal documents required for the proposal submittal, including amendments to the proposal submittal, shall be in paper medium. T-615, Room 201, Lajes Field, Azores Portugal 09720-7775, or e-mail to: t.miller@us.af.mil. "Notice to Offerors: Funds are not presently available for this project. No award will be made under this solicitation until funds are available. The government reserves the right to cancel this solicitation, either before or on 1 Apr 16, with no obligation to the offeror by the government." All interested offerors must have signed up with the System Administration Management through www.sam.gov (SAM sheet.doc, Nato Cage.doc and Duns.doc not included), but if needed can be requested via email to the Point of Contact identified above. All contractors interested in receiving notification of updates/amendments to the solicitation posted on the EPS are urged to enroll on the web site mailing list for this acquisition. Those contractors enrolled will be notified automatically of any changes made to the RFP through their e-mail addresses. No telephone requests will be accepted.
