- This synopsis is not a request for quotes or proposals. This is a pre-solicitation notice that a solicitation is scheduled to be released via FedBizOpps (www.fbo.gov) in the near future detailing requirements for providing Fish Counting Services for Bonneville, The Dalles, John Day, McNary, Ice Harbor, Lower Monumental, Little Goose, and Lower Granite dams. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Corps has eight mainstem Columbia and Snake River projects with fish ladders and associated facilities for passing adult salmon, steelhead, shad, lamprey, and other migrating and resident species. These facilities allow adult fish to pass, via swimming, from the tailrace of each project (downstream side of the dam) to the forebay (upstream side of the dam). The Corps has specific requirements for counting adult fish passing each of the projects during a primary or main fish passage season, April 1 through October 31. From November 1 through March 31 when fish numbers are greatly reduced, different fish counting requirements are in effect. The Contractor shall count fish utilizing two methods, visual fish counting and video fish counting. Visual fish counting entails a fish counter physically sitting in a fish counting room, adjacent to a fish ladder. Counters watch a glass counting window, identifying fish by species group and tabulating them as they pass through the counting slot in front of the window. Video fish counting entails the Contractor using a camera and recording equipment to record fish passage at the counting window, with a fish counter later reviewing the video tapes or digital recordings, identifying and counting fish observed. Visual fish counting methods are used at all projects every year from April 1 through October 31. Digital video fish counting dates and methods are varied and dependent of the run of fish targeted. Normally digital video count activities are between November 1 and March 31. Specialized video fish counts at night occur at most projects from June 15 to September 30. Video counting does not necessarily take place every year at each project during the course of this contract. The fish counting program has overall goals of 95 percent accuracy for identification and counting of all salmonid species and 85 percent accuracy for American shad. Set-aside Status: The solicitation is scheduled to be issued as Set-Aside 100% for Small Business concerns. The North American Industry Classification System code (NAICS) small business size standard for this requirement is 500 employees. ACCESS FOR FOREIGN NATIONALS: Site Visit and Contract Work: Security clearance for foreign nationals to attend a site visit or to perform onsite work requires a minimum of 4 weeks. Please send documentation by email (.pdf files are preferred) to nona.r.fincher@usace.army.mil Acceptable forms of documentation include: A US passport, Certificate of US citizenship (INS Form N-560 or N-561), Certificate of Naturalization (INS Form N-550 or N-570), foreign passport with I-551 stamp or attached INS Form I-94 indicating employment authorization, Alien Registration Receipt Card with photograph (INS Form I-151 or I-551), Temporary Resident Card (INS Form I-688), Employment Authorization Card (INS Form I-688A), Reentry Permit (INS Form I-327), Refugee Travel Document (INS Form I-571), Employment Authorization Document issued by the INS which contains a photograph (INS Form I-688B). Foreign nationals must have received clearance prior to being granted access to the project site. Conducting Business with the Government: In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the System for Award Management Registration (SAM). All Offerors must be SAM registered prior to receiving an award. Registration instructions may be obtained and online registration may be accomplished, at www.sam.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the SAM database prior to award, during performance, and through final payment of any contract resulting from the solicitation.
