- The purpose of amendment 1 is to add the following answers to questions concerning the combine synopsis solicitation number: SP4705-15-Q-2006 - 1. Statement of Work, Section 3.2-specifically, 3.2.8-contains accuracy requirements for Real-Time Captioning; however, Section 3.1 contains no accuracy/quality criteria for Transcriptions. What are the accuracy/quality requirements for Section 3.1, Transcriptions? a. The accuracy/quality requirements for Section 3.1. Transcriptions in the Statement of Work is 95% accuracy. 2. The solicitation indicates that evaluation and award will be based on a lowest price technically acceptable evaluation approach, and the instructions require the submission of a technical proposal, past performance, and personnel/resumes; however, the evaluation criteria does not indicate how the government is going to evaluate proposals in order to determine technical acceptability amongst those submitted proposal components. How are the proposal components going to be evaluated, and what is the relative weighting between the factors that the government will use to determine technical acceptability? We assume that pricing will only be reviewed for the offerors that first meet or exceed the technical acceptability criteria, is that correct? a. Vendor proposals will be reviewed on two specific examples (provided by vendor) of where they have provided live captioning support through a telephone line; and two examples of transcripts created from a Windows Media file or an MPEG 4. The transcripts should reflect video time code. b. Vendor should provide 3 professional references. The reference should be able to speak specially about live captioning and video transcription services performed by the offeror. c. The vendors need to be determined technically acceptable and meet the Government requirement before the price be evaluated. 3. The solicitation requires the submission of past performance references; however, it does not specify how many references the Government views as the minimum number or the maximum number to be reviewed and contacted. How many past performance references would you like us to provide? Over what period of time (i.e., over the past 5 years)? Will the Government only consider past performance references from Federal Government and/or Military customers? a. Vendor should provide 3 professional references from the past 5 years. b. References should be a combination of Federal/military and commercial.
