Description
The U.S. Department of Labor, Office of Job Corps, has a requirement for a qualified Architecture and Engineering (A/E) firm to provide A/E design and the construction administration services for the replacement of the existing Direct Digital Control systems in Buildings 1, 2, 3, 5, 6, 10 and 14 at the Long Beach Job Corps Center, Long Beach, California. Commissioning and training shall be provided following the installation of the new control systems. A certified Commissioning Agent shall perform the commissioning and training services. In addition, sampling; testing and reporting of asbestos and lead paint; development of construction documents for the remediation and construction administration services during remediation is also included as part of the services to be performed. The estimated price range for construction is between $500,000 to $1,000,000. Interested firms are requested to submit a statement of qualifications. Your statement of qualifications should demonstrate the capacity of your firm to perform the services as described above. Your statement of qualification shall also include the following information: 1. Two or more projects performed by your firm that involved both design and construction administration services for the replacement of control systems located at operating educational campuses with a constructed value of $500,000 to $1,000,000 and were completed within the last five years 2. Provide two or more examples of projects performed by your firm involving both design and construction administration services for HVAC control system replacements and were completed within the last five years. 3. Your proposed Commissioning Agent shall demonstrate that it has provided commissioning and training services on two or more HVAC control system upgrade projects within the last five years. Include the State where the projects are located demonstrating a familiarity with state and local codes, environmental and economic condition, and outline the experience/qualifications of your design consultants. Your statement of qualifications will be evaluated based on the following criteria, which is listed in order of importance. 1. Previous projects of similar scope and value 2. Project Location Firms responding to this Sources Sought Notice should submit the minimum information necessary for the Government to make a determination that the source is capable of satisfying the requirements. The response must be specific to each of the criteria listed above to demonstrate that the respondent is capable. The submissions shall not exceed 20 pages. All responses are due on October 1, 2015, by 2:00 PM EDT, and shall be submitted electronically via e-mail to: garnett.eileen@dol.gov Eileen Garnett, Contract Specialist. Acknowledgment of receipt of responses will not be made, nor will respondents be notified on the results of the Government's evaluation of the information received. A determination by the Government to proceed with the acquisition is within the discretion of the Government. Please be advised that telephone inquiries will not be accepted. THIS IS NOT A REQUEST FOR PROPOSALS. A prospective offeror that is interested in obtaining a contract award with the Government must be registered in the Federal Government's System for Award Management (SAM) database.
