Description
The Naval Surface Warfare Center Panama City Division (NSWC PCD) is conducting a market survey for one 3-D Scanning Vibrometer System, equivalent to Polytec, Inc. (CAGE Code 0LMS8) Part Number PSV-500-3D-H, to include associated software, hardware and training. This specific item or equivalent will be required to complete 3D multi-head real-time collection and measuring three dimensional XYZ surface profiling simultaneously from all collection heads for each point of collection. The salient characteristics that an equal item must meet are as follows: 1. 3 Dimensional Data Collection: Three laser head system that will measure three dimensional XYZ vibration data simultaneously at each point over the entire collection area. 2. Distance Sensor: Integrated 3D geometry acquisition coordinate measurement laser system. 3. Coherence Optimization: Controlled laser frequency stabilization. Avoids stand-off distance dependent optical sensitivity changes. Optimum optical return signal independent of target distance. 4. Maximum Standoff Distance: 100 Meters with treated measurement surface 5 Vibration Resolution: Velocity Resolution, range dependent, is.01 um/s UM/S/ µm/s/?Hz, 13 measurement ranges 6. Output types: Three laser analog outputs can be interfaced directly with standard BNC. 7. Laser spot size (spatial resolution) Focusable beam. 60 µm diameter at 500 mm and 98 µm at 1 m standoff, 85 µm added for each additional meter 8. Signal dropout reduction via adjustable tracking filter 9. Filters: selectable low and high pass digital filters 10. Data Transmission: Ethernet connection, allows up to 100 m distance between scan head electronics and PC for data analysis 11. Measurement Bandwidth: 0HZ to 100 KHz velocity and displacement, from.001 m/s up to 10m/s 12. Scan area: X,Y scan mirrors scan angles field up to HxV +/-50º X +/-40 degrees 13. Scan Points: up to 512 x 512 scan points per draw object 14. Scan speed as high as 30 points/Sec with Fast Scan option 15. Internal Arbitrary Waveform Generator with 4 Outputs 16. Allows for long standoff distance remote control from a hand held control unit 17. Data compatibility with other programs (UFF, ASCII, VBA interface) 18. Reference Object: Used for supporting a precise 3D-alighment of the scanning heads. 19. Protective Windows: Windows provided to protect against dust, wind, and acoustic excitation at high dB levels 20. Data Acquisition: Remote control of all scanning head features (laser auto focus, scanning angles, camera) of the Front-End (data acquisition, ranges settings and filter settings), Measurement setup: Real time HD video display, 2D alignment and 3D alignment to define the coordinate system, Measurement grid definition by intuitive drawing tools Data acquisition, AC and DC coupling, Various internal and external trigger functions, Various averaging function incl. Peak Hold, Synchronized signal generator, Automatic calculation of the phase relation between scanned points form a predefined reference channel, Digital filters; real time integration and differentiation, Signal Enhancement and Speckle Tracking Analysis (Spectral), Display and analysis of spectra and time traces for all 3 measurement directions, Display of magnitude, phase, real and imaginary part, Calculation of FRF, H1, H2, AP, CP, ESD, PSD and coherence 21. Data Analysis, ODS, Operational Deflection shapes Frequency or band selective 1D and 3D animation in frequency domain, ODS animation in pseudo colors or as video image "skin", Animated profile cuts, point index (editable),Various export filters for data, animation and graphics 22. Desk Top Software: Module for 3-dimensional data acquisition 23. Data Acquisition 3D: Module for 3-dimensional data acquisition 24. Video Triangulation. Based on image processing and triangulation of the 3 laser beams 25. Integrated arbitrary signal generator 26. Gate Input Software Control 27. Import of Geometry data 28. Visual Basic Engine 29. Data output: data compatibility with other programs (Uff, ASCII, VBA interface) 30. Time Domain Data: Allows direct storage of time domain data acquired while scanning and allows time domain averaging and animation of time domain data from area scans. 31. Audioscan 32. Auto Features: Velocity and displacement ranges change automatically during scan, sensor head can auto-sense return signal quality and automatically set focus for optimal signal and ability to memorize focus positions. 33. Responsible sources shall be capable of delivering item within five months or less. This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals (RFP) or request for quotes (RFQ) and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. The purpose of this sources sought announcement is for market research purposes only and to make appropriate acquisition decisions and to assess potential qualified sources along with their Small Business Administration (SBA) size classification in relation to North American Industry Classification System (NAICS) 334511. Interested organizations may submit their product capabilities/specifications and qualifications to provide the required item in writing to the identified point of contact not later than 10:00 am CST on 29 September 2015. All responses must include the solicitation number in the subject. Such capabilities/qualifications will be evaluated solely for the purpose to determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full an open competition basis, based upon the responses to this notice, is solely within the discretion of the government.
