Description
Quick Start Guide For New Foreign Registrations Packing and Shipping Services Solicitation SSA70015R0004 The American Embassy in Riyadh, Saudi Arabia requires a contractor to provide packing and shipping services for the U.S. Embassy Riyadh and two Consulates General in Jeddah and Dhahran, Saudi Arabia. The contractor shall provide all personnel, labor, transportation, equipment, materials, and supervision to perform the required work. This is a fixed-price indefinite-delivery, indefinite-quantity (IDIQ), type contract is anticipated with a base period of one (1) year with four (4) years options. The North American Industrial Classification System (NAICS) code for this procurement is 488991, Packing and Crating. A pre-proposal conference is scheduled for October 07, 2015 at 10:30 a.m. local time at the U.S. Embassy in Riyadh, Saudi Arabia. The contractor will be required to possess all appropriate permits and licenses to perform packing and shipping in Saudi Arabia. All offerors will be required to provide written certification of authorization to operate and do business in Saudi Arabia. Additionally, all offerors will be required to further certify that it will be responsible for any required entry or work visas. Companies interested in the solicitation shall express their interest no later than Wednesday, October 07, 2015 by written correspondence to the attention of Contracting Officer at the above e-mail address using the solicitation number SSA70015R0004 in the subject line. Please do not telephone. All requests for a copy of the solicitation MUST include the following information: - - N ame of the company; - - F irst and last name, telephone, fax number, and e-mail address of the point of contact; - Complete physical and mailing address of the company If a company will be attending the pre-proposal conference on October 07, 2015, please provide the following addition information as a part of the request for a copy of the solicitation to ensure access to the U.S. Embassy on the day of the pre-proposal conference. Please submit the following information on or before Monday September 28, 2015: Name: first and last of each representative. Nationality: Date & place of Birth: Clear copy of residence permit (Iqama)/ID/ Passport. Due to space limitations only two (2) representatives who will be in attendance Any requests for a copy of the solicitation after September 30, 2015 will not be honored. Only companies expressing interest in writing shall receive a copy of the solicitation package when it becomes available. The solicitation document will only be available in the English language. Companies shall be knowledgeable in written and spoken English. Solicitation and award will be subject to the laws and regulations of the United States of America and is being competed utilizing full and open competition procedures. Question Submission : Interested offerors may submit questions regarding this RFP may be directed to Contracting Officer by email at RiyadhContracting@state.gov or by fax at +966-11-488-7939 by COB 17:00 Hrs. Wednesdah October 14, 2015. Question not received within this time period will not be considered. Proposal Submission: The complete proposal submission shall include the following information: 1. A price proposal in Saudi Arabian Riyals (SAR) broken down as per section B of the solicitation 2. Technical Capability and Competence Proposal Due Date: Offers are due no later than by COB 17:00 Hrs. Saudi Arabia Time, Wednesday October 28, 2015 and shall be submitted in a sealed envelope marked "Proposal Enclosed for Packing and Shipping Services for the Embassy of the United States of America in Riyadh and two Consulates General in Jeddah and Dhahran Saudi Arabia. The Contracting Officer reserves the right to reject any and all proposals and to waive any information or minor irregularities in proposals received. Any company interested in obtaining a contract award with the U.S. Department of State must be registered in the System for Award Management (SAM) database before an award can be made to them. If a company is not registered in the SAM, it may do so through the SAM website at https://www.sam.gov/portal/public/SAM/. A company must have NCAGE/CAGE Code and DUNS Number before registering in SAM.
