- Rock Island Arsenal-Joint Manufacturing and Technology Center (RIA-JMTC) intends to award multiple Blanket Purchase Agreements (BPA) to support scheduled production jobs that require various types of final protective finishing required by RIA-JMTC. Each award is expected to be for a total period of five years with annual reviews to ensure performance and quality is acceptable. This Sources Sought notice is being issued to solicit responses from those small business firms who are interested and capable of performing some or all of the requested finishing. Description of work: The contractor shall be capable and willing to provide protective finishes to include, but not limited to: A. Anodize (MIL-STD-171 Finish No. 7.2, MIL-A-8625) B. Black Oxide (MIL-STD-171 Finish No. 3.3.1 and 3.3.4 MIL-DTL-13924) C. Cadmium Plating (MIL-STD-171 Finish No. 1.1, AMS-QQ-P-416) D. Chemical Film/Trivalent (MIL-STD-171 Finish No. 7.3, MIL-DTL-5541) E. Chrome Electroplating (MIL-STD-171 Finish No. 1.2, AMS-QQ-C-320) F. Copper Plating (MIL-STD-171 Finish No. 1.10, AMS 2418) G. Hard Coat (MIL-STD-171 Finish No. 7.5, MIL-A-8625) H. Manganese Phosphate (MIL-STD-171 Finish No. 5.3.1, MIL-DTL-16232) I. Nickel Plating (MIL-STD-171 Finish No. 1.4, AMS 2403) J. Passivation (MIL-STD-171 Finish No. 5.4 and 5.5.1, AMS 2700) K. Solid Film Lubricant Paint (MIL-STD-171 Finish No. 30.7 and 30.8, MIL-PRF- 46010 and MIL-PRF-46147) L. Zinc Phosphate (heavy) (MIL-STD-171 Finish No. 5.3.2, MIL-DTL-16232) M. Zinc Phosphate (light) (MIL-STD-171 Finish No. 5.1, TT-C-490) N. Zinc Plating (MIL-STD-171 Finish No. 1.9, ASTM B633) The Contractor will provide finishes that produce conforming parts and all associated documentation to include, but not limited to: Certificates of Conformance, Certified Test Reports, Stress Relieving procedure and verification, and QPL verification. The turnaround time for these purchases will be from overnight to 30 days from date of receipt of parts to be plated based on minimal testing and application times as outlined in associated specifications. The contractor will perform and/or oversee all aspect of the stress relieving and hydrogen embrittlement relief requirements associated with the processes in accordance with the provided technical data on the prints/drawings.
