B. STATEMENT OF WORK (SOW) San Francisco District Office Vehicle Parking Spaces May 5, 2015 HSSCCG-16-P-00007 TITLE Department of Homeland Security (DHS), United States Citizenship and Immigration Services (USCIS) and Fraud Detection and National Security (FDNS), Administrative Site Visit and Verification Program (ASVVP) BACKGROUND U.S. Citizenship and Immigration Services (USCIS) is responsible for the administration of immigration and naturalization adjudication functions of the federal government providing immigration services and has the authority to administer the Oath of Allegiance in San Francisco. USCIS provides efficient and customer-oriented immigration services, benefits and information that enhance and promote opportunities for immigrant participation in the naturalization process. USCIS also conducts timely processing of immigration benefits and develops seamless, IT supported adjudication processes. Amongst other services the San Francisco District and Field Offices maintain a close liaison with the community. The Community Relations Officer and Congressional Officer provide outreach events in the community, keeping the public update to date with immigration services that the office offers. The District and Field Office perform Outreach, Congressional and Consular Office visits on monthly bases in keeping ties within the community that fall into the jurisdiction of the San Francisco District. The Field Office conducts the adjudication of immigration applications and then does Oath ceremonies twice a month, naturalizing approximately 3000 citizens or 36,000 per year. REQUIREMENTS All employees will have access to a government leased vehicle to perform the required duties whether it's during site visits, on outreach, congressional and consular office and off site oath ceremonies. In addition the delivery of mail to Application Service Center offices in Oakland and San Jose offices. The vehicles will be picked up and returned to their assigned duty office on a daily basis. As such the office has a requirement to provide parking spaces for the leased vehicles. USCIS is required to seek public parking in the city in close vicinity within walking distance of the office. Currently the need is to house 10 government vehicles at a location that meets the requirements set forth by USCIS Asset Management to ensure the safety of our employees and the security of the government vehicles. Locations Address City State Zip Code San Francisco District Office 630 Sansome Street San Francisco CA 94111 The following requirements are needed with regard to the parking spaces: • All spaces shall be at one location within a.25 mile radius of the USCIS office located at the above address. • All spaces will be accessible 24/7. • All spaces shall have adequate lighting on all levels for safety purposes. • All parking spaces shall be in either an enclosed or fenced parking lot for safety purposes. • All parking spaces shall have a 24/7 attendant with access to closed circuit television, or; • Secure enclosed parking lots that allow government personnel locked access shall be acceptable. PERIOD OF PERFORMANCE BASE PERIOD: October 1, 2015 through September 30, 2016 FIRST OPTION PERIOD: October 1, 2016 through September 30, 2017 INVOICING Invoicing shall occur on a monthly basis. All invoices shall be received by the 10th day of the following month. All invoices for this agreement shall be submitted electronically. The invoice shall be submitted in Adobe pdf format with each pdf file containing only one invoice. The pdf files shall be submitted electronically using "To" line in the e-mail address to USCISInvoice.Consolidation @ice.dhs.gov with each e-mail conforming to a size limit of 500KB. If a paper invoice is submitted, mail the invoice to: USCIS Invoice Consolidation P.O. Box 1000 Williston, VT 05495 USCIS Technical POC: Patricia Stone, telephone 415-248-8889, email: Patricia.C.Stone@uscis.dhs.gov To constitute a proper invoice, the invoice must include the following information and/or attached documentation: (1) Name and address of Contractor (2) Invoice date and invoice number (3) Contract number (4) Description, quantity, unit of measure, unit price and extended price (5) Period of Performance associated with the invoice (6) Taxpayer Identification Number (TIN) (5) Payment terms (6) Name where practicable, title, phone number, and complete mailing address of responsible official to whom payment is to be sent (7) Other substantiating documentation or information as required by the Contract The POC noted above will be the office contact for all invoice related questions unless otherwise notified.
