- 162nd Wing ADVANTOR Intrusion Detection System (IDS) This is a NOTICE OF INTENT TO AWARD A LIMITED SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 8.405-6(a)(1)(i)(B) - Limited Sources. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. This notice of intent is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within five (5) calendar days from the date of the publication of this notice. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirement on a brand name or equal basis including submitting specifications for an equal product. Award will be made on an all or none basis. The 162 Wing Arizona Air National Guard, 1450 E. Perimeter Way, Tucson, AZ 85706 has a requirement to procure JAFAN 6/9 compliant IDS and Access Control System (ACS) including installation. The associated North America Industry Classification System (NAICS) code is 561621 and the Business Size Standard is 20.5 million. The 162 Wing currently employs the ADVANTOR (v5.0) Advantage Suite Alarm Monitoring system and camera monitoring system along with an outdated/non-operational Internet (IP) based camera system. The system uses proprietary technology approved by the Air Force for this purpose and accordingly is maintained by ADVANTOR Systems Corporation under a consolidated maintenance contract issued by NGB-AQ-AF. Procurement of a non-compatible IDS system would be very costly to implement and maintain. The current system is maintained by ADVANTOR Certified Installers and Technicians. ADVANTOR will not authorize other companies to install their systems in locations that ADVANTOR technicians are authorized to perform the installation. If the systems are installed by other companies, ADVANTOR will not honor the warranty for the equipment installation. Additionally, the Air National Guard Bureau (NGB) has an award in place for maintenance, contract # W9133L-10-F-0238, for all ADVANTOR systems nationwide. The Wing is pursuing a total conversion of all cameras so they will interface and be compatible with the existing ADVANTOR Camera system. These items are as follows: CLIN 0001: Materials AATC (Camera and fiber installation) - 1 JOB CLIN 0002: Labor AATC (Camera and fiber installation) - 1 JOB CLIN 0003: Materials West Expansion (CCTV Technology refresh) - 1 JOB CLIN 0004: Labor West Expansion (CCTV Technology refresh) - 1 JOB CLIN 0005: Materials Recruiting Office (ADVANTOR Security System) - 1 JOB CLIN 0006: Labor Recruiting Office (ADVANTOR Security System) - 1 JOB CLIN 0007: CMRA PERIOD OF PERFORMANCE: 360 Days ADC (120 days per area) This includes all necessary equipment to furnish and install the complete Advantor systems in this requirement. The Government intends to award this requirement as a Firm-Fixed Price limited source, Government Services Administration (GSA) Delivery Order to: ADVANTOR SYSTEMS CORPORATION MIKE OLLIVIER 12612 CHALLENGER PKWY STE 300 ORLANDO, FL 32826-2700 The firm is the sole distributor of the product and no other source will satisfy the Government's requirement to meet JAFAN 6/9 standards, including IDS system and regulatory requirements.
