- Portland District intends to award a single source firm fixed price contract to Confederated Tribes of the Umatilla Indian Reservation, 46411 Timíne Way, Pendleton, Oregon 97801 in accordance with FAR 13.501(a)(1). Service: Determination of Eligibility (DOE) is a legally recognized finding that a property meets the criteria for listing in the National Register. Under Section 106 of the National Historic Preservation Act, properties that are eligible are given the same consideration as properties formally listed in the National Register, requiring that the Federal agency official "take into account" the effects of an undertaking upon them. In the case of sites located within the Federal Columbia River Power System, the ‘effect' has already occurred and/or continues to occur due to the on-going nature of the undertaking which is the operation of the dams and reservoirs for all authorized purposes. Therefore, DOEs are required for sites prior to development of mitigation strategies and for long term site management. Under this Contract, the Corps requests a DOE for one site within the ceded territory of the Confederated Tribes of the Umatilla Indian Reservation. A responsible source must be authorized to speak on behalf of the Confederated Tribes of the Umatilla Indian Reservation. Responses received by October 9, 2015 at 2:00pm Pacific Standard Time will be considered by the government. Responses can be sent to the point of contact by email. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
