- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this acquisition is W912DQ-15-T-1031 and it is being issued as a Request for Quote (RFQ). Solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-83. This RFQ shall be set aside for Small Business Concerns and the associated North American Industry Classification system (NAICS) code is 562219 and the business size standard is $38.5m. FAR 52.212.1 Instructions to Offerors- Commercial does apply to this acquisition with addenda to the provision. In accordance with FAR 13.106 the basis on which the award will be made is price and other factors: Factors: 1) PAST PERFORMANCE, 2) EXPERIENCE, AND 3) PRICE FAR Subpart 12.602, Streamlined Evaluation of Offers, will be used in conjunction with FAR Subpart 13.500 for this procurement: However, be advised when using the simplified acquisition procedures in FAR Part 13, contracting officers are not required to describe the relative importance of the evaluation factors. Offerors must include a completed copy of FAR 52.212-3, Offeror Representation and Certifications- Commercial Items (MAR) 2015 with their offer. This provision is included in this combined synopsis/solicitation. If you are already registered in the System for Award Management (SAM) (https://www.sam.gov), then you only need to complete paragraph B of this provision if you need to specify any differences from the information shown in your SAM registration. FAR 52.212-4, Contract Terms and Conditions- Commercial Items, does apply to this acquisition with no addenda to the provision. FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items applies to this acquisition. These specific clauses required are detailed in this combined synopsis\solicitation. Offerors interested in responding to this RFQ must submit their proposal on the included SF 1449, synopsis/solicitation. Any questions regarding this synopsis/solicitation must be submitted by email to the point of contact below. In accordance with FAR 52.212-1(k) the prospective awardee shall be registered and active in the SAM database (accessed through https://www.acquisition.gov ). The Kansas City District, U.S. Army Corps of Engineers has a requirement for commercial services. The Contractor shall demolish and remove all structures and remove all trash and debris in the areas described in the Performance Work Statement. Structures may include, but are not limited to, buildings, footings, slabs, walls, concrete, asphalt parking areas or driveways. The work also includes the removal and disposal of trash and debris. Trash and debris shall be defined as garbage, refuse, waste, litter, or other items which have been discarded that are considered useless or of little value. Examples of trash and debris may include, but not limited to: tires, wood, lumber, containers, fencing, glass, metal, plastic, Styrofoam, removed vegetation, electronics, appliances. The Contractor shall fill cisterns and wells, and remove and dispose of fencing and fencing items. The site is overgrown with trees and vegetation, and is divided by a highway and a railroad track. The Contractor shall remove all trees and vegetation required to complete the removal and disposal of items described below. The contractor shall cut all tree stumps flush with the ground. The removal and disposal work shall be completed on both sides of the highway and railroad tracks. The Contractor shall clear and remove all trash and debris for a minimum distance of 10 feet around all areas listed in the performance work statement. Please reference block 9 for offer due date.
