- The United States Army Corp of Engineers (USACE) Huntsville Engineering and Support Center (HNC) has a requirement to provide professional advisory services to development a modernization plan for its Oracle-based Corps of Engineers Financial Management System (CEFMS). HNC intends to award a sole source acquisition under FAR Part 13.106.1(b)(1) to Oracle Advanced Customer Services, 1910 Oracle Way, Reston, VA 20190. The current version of the CEFMS application is based on end-of-life (EOL) Oracle products, including Oracle Forms, Oracle Reports, and Hyperion SQR. The Corps of Engineers Financial Center (CEFC) requires Oracle advanced customer services to develop a migration path, based on its proprietary knowledge, to a long-term-support (LTS) Oracle product capable of sustaining current CEFMS functions, providing a flexible coding environment for rapid deployment of enhancements, and providing suitable extensions for adjusting look and feel parameters. Additionally, CEFC needs a recommended labor mix and estimated number of hours to execute the conversion and document the revised source code following the conversion. RFQ W912DY-15-T-0381 will be issued sole source. The North American Industry Classification System (NAICS) for this requirement is 541519 and the size standard is $27,500,000.00. This notice is not a request for competitive quote. A solicitation will not be issues, however, all responsible sources may submit a capability statement which shall be considered by the agency. The information submitted must be provided in sufficient detail to demonstrate the vendor's ability to fulfill this requirement. The contractor must also provide a description of their past experience in fulfilling requirements which are the same or similar to this requirement and reference for each. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement on a full and open competition basis, based upon the responses to this notice. Interested parties may submit any information for consideration by the Government to margaret.c.maine@us.army.mil. The solicitation number shall be included in the subject line of email submissions. Responses must be received no later than 10:00 25 September 2015.
