- The following answers to Contractual and Technical Questions are provided in response to the Combined Synopsis/Solicitation issued on September 21, 2015: THE FOLLOWING QUESTIONS ARE ANSWERS ARE CONTRACTUAL IN NATURE: QUESTION #1: "Will Vendors be permitted to visit the jobsite tomorrow (Sept. 23, 2015) at 10:00AM?" ANSWER #1: Yes... the Site Visit will actually start at 11:00AM (EST) to accommodate travel time from outside of the Joint Base Langley-Eustis, VA geographical area. QUESTION #2 : REDACTED INFORMATION. ANSWER #2: Redacted for Security reasons. QUESTION #3: "The due date for this bid will be postponed until 4:00PM, Monday, September 28" ANSWER#3: Correct. QUESTION#4: "Are electronic bid submissions acceptable? Who are the bids to be submitted to?" ANSWER#4: Yes, electronic submissions are accepted. As set forth in the Combined Synopsis/Solicitation, "Quotes must be submitted to the Contract Specialist, Linda Nash-Gallaher.ctr@us.af.mil, NLT 4:00pm Eastern Standard Time (EST). The Combined Synopsis/Solicitation was modified on September 22, 2015 to clarify submission of bids as electronically submitted to the Contract Specialist on Monday, September 28, 2015 NLT 4:00PM (EST). QUESTION #5: "Is there a bid form that must be submitted? If yes, please clarify where the bid form is located." ANSWER #5: No, there is no required 'bid form.' Vendors are to date your response to the Combined Synopsis/Solicitation, and identify your proposal as 'Response to FA4800-15-T-7800'. You are required to submit your proposal/bid on your Company's Letterhead. Your pricing proposal should be endorsed by an authorized representative of your company. Your proposal/bid should contain information identified in the Combined Synopsis/Solicitation. You are also responsible to include your CAGE/DUNS Number, TAX I.D., Payment Terms/Discount Terms, a POC for this procurement, along with the individual's name, e-mail and telephone number (with area code), completed Reps and Certs, and other certifications as set forth in the initial Combined Synopsis/Solicitation or modification to FA4800-15-T-7800 on September 22, 2015. THE FOLLOWING QUESTIONS ARE ANSWERS ARE TECHNICAL IN NATURE: QUESTION #6: What type of goals will be required on the two ceiling-suspended basketball backstops: break-away or fixed? When glass backboards are supplied, break-away goals are typically used. ANSWER #6: Porter Ceiling Suspended Backstops, Rectangular Glass backboard with height adjuster, safety belt, backboard safety pad, Key switch winch control. QUESTION #7: What type of height adjusters are required on the two ceiling-suspended basketball backstops: manual or electric? If electric, how should the height adjusters is operated: wall-mounted key-switch or wireless remote control? ANSWER #7: Electric; wall mounted key-switch. QUESTION #8: What type of goals will be required on the four wall-mounted basketball backstops: break-away or fixed? When glass backboards are supplied, break-away goals are typically used. ANSWER #8: Upward fold wall mounted backstops rectangular glass backboard with Height Adjuster, Key Switch Control. QUESTION #9: What type of height adjusters are required on the four wall-mounted basketball backstops: manual or electric? If electric, how should the height adjusters is operated: wall-mounted key-switch or wireless remote control? ANSWER #9: Electric, Wall mounted-key switch. QUESTION #10: Will safety belts be required on the wall-mounted basketball backstops? These are recommended for all folding backstops. ANSWER #10: Yes. QUESTION #11: There are two (2) existing bleacher banks being removed (1 bank that is 7 rows tall x 24'-0" long and 1 bank that is 7 rows tall x 20'-0" long). (and) The specifications only call for one (1) new bleacher that is 7 rows x 24'-6" long. Please confirm this is correct. ANSWER #11: The specifications should have required replacement of two (2) sets of 12 bleachers, both needs to be replaced. The dimensions of the existing bleachers follow: •1) The first set measures 24 feet in length; 7 rows; •2) The second set measures 20 feet in length; 7 rows. QUESTION #12: Regarding the bleachers, what type of seating is required: wood or plastic benches? ANSWER #12: Plastic. QUESTION #13: Regarding the bleachers, what type of wheelchair seating is required: recoverable or fixed? ANSWER#13: There is sufficient space on either side of the existing benches to accommodate wheelchairs. The 'aid' will be able to utilize the seating on benches. In this manner, it is thought that any handicapped/wheelchair seating will meet current standards for handicapped access. QUESTION #14: Regarding the bleachers, should the new bleachers match the row rise and row spacing dimensions of the existing bleacher? ANSWER #14: Yes. QUESTION #15: Regarding the bleachers, what building code should the bleachers be configured to? Bleachers are currently being configured to IBC 2012. QUESTION #15: IBC 2012. QUESTION #16: Will manufacturer's standard finishes be acceptable for basketball/bleacher components requiring a color selection? ANSWER #16: Color selection(s) for basketball/bleacher components should be included in the proposal as a color chart. Accompanying colors should be spelled out under/beside the colors. The final selection (color) should be provided as an actual material/plastic/color for accuracy purposes prior to manufacturing processing. QUESTION #17: Are building permits required? If yes, please confirm that the government is responsible for obtaining and paying for all required permits. ANSWER#17: Building permits are not required within the Youth Services Center. QUESTION #18: Who will be responsible for running the electric power supplies required to operate the basketball equipment and bleachers? ANSWER #18: Contractor will run electrical.* QUESTION #19: Do any liquidated damages apply to this work order? ANSWER #19: This is a Firm Fixed Price (FFP) Purchase Order. The award will be placed in accordance with the Federal Acquisition Regulation (FAR) Part 12, Commercial Items. Liquidated damages will not apply to this procurement. However, all Commercial Part 12 clauses will apply. *Electrical can be proposed as linked to existing power supplies or a proposed wireless remote.
