ATTACHMENT 3 - Request for Clarification ATTACHMENT 2 - Continuation of Combined Synopsis/Solicitation ATTACHMENT 1 - CATERPILLAR Consumable Parts List This notice has changed and supercedes all previous descriptions. This is a combined synopsis/solicitation for commercial items prepared using procedures set forth in FAR Parts 12.6 and Part 13 as supplemented with additional information included in the notice. The solicitation number is HSCG85-15-Q-P45U56 and is issued as a Request For Quotations (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. This RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-84. The NAICS Code is 336611 with a size standard of 1000 employees. The contract will be awarded on a firm, fixed-price basis, on an SF-1449. To receive an award, the Contractor must be registered in the System for Award Management (SAM) www.sam.gov. NOTICE FOR FILING AGENCY PROTESTS: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner. The Ombudsman Program for Agency Protests (OPAP) was established to investigate agency protest issues and resolve them without expensive and time-consuming litigation. OPAP is an independent reviewing authority that is empowered to grant a prevailing protester essentially the same relief as the General Accounting Office (GAO). Interested parties are encouraged to seek resolution of their concerns within the Coast Guard as an Alternative Dispute Resolution (ADR) forum, rather than filing protest with the GAO or some external forum. Interested parties may seek resolution of their concerns informally or opt to file formal agency protest with the Contracting Officer or Ombudsman. Informal forum with the Ombudsman. Interested parties who believe that Coast Guard procurement is unfair or otherwise defective should first direct their concerns to the cognizant Contracting Officer. If the Contracting Officer is unable to satisfy the concerns, the interested party is encouraged to contact the Coast Guard Ombudsman for Agency Protests. Under this informal process, the agency is not required to suspend contract award performance. Use of an informal forum does not suspend any time requirement for filing a protest with the agency or other forum. In order to ensure a timely response, interested parties should provide the following information to the Ombudsman: solicitation/contract number, contracting office, Contracting Officer, and solicitation closing date (if applicable). Formal Agency Protest with the Ombudsman. Prior to submitting a formal agency protest, protesters must first use their best efforts to resolve their concerns with the Contracting Officer through open and frank discussions. If the protester's concerns are unresolved, an independent review is available by the Ombudsman. The protester may file formal agency protest to either the Contracting Officer or as an alternative to that, the Ombudsman under the OPAP program. Contract award or performance will be suspended during the protest period unless contract award or performance is justified, in writing, for urgent and compelling reasons or is determined in writing to be in the best interest of the Government. The agency's goal is to resolve protests in less than 35 calendar days from the date of filing. Protests shall include the information set forth at FAR 33.103(d)(2). If the protester fails to submit the required information, resolution of the protest may be delayed or the protest may be dismissed. This will not preclude re-filing of the protest to meet the requirement. To be timely, protests must be filed within the period specified in FAR 33.103(e). Formal protests filed under the OPAP program should be forwarded to: Commandant (CG-913), U.S. Coast Guard Headquarters, Acquisition Planning and Performance Measurement, 1900 Half St. S.W. Room 11-0402, Washington, DC 20593, Telephone (202) 372-3692. This RFQ is for purchase of CATERPILLAR Consumable Parts for the United States Coast Guard Cutter (USCGC) ALEX HALEY 3516 Engines. The list of parts is included as an attachment to this RFQ. These items will be enough for three, large engine projects on the ALEX HALEY. Parts must come from an authorized CATERPILLAR dealer and required to be certified CATERPILLAR parts. No other items will be accepted. Offerors must be able to ship all the parts listed on or before October 16, 2015. All quotations submitted in response to this RFQ shall stand firm for 90 calendar days from the close date of this RFQ. NOTE: The Government will not pay for costs incurred in the preparation and submission of quotations or other costs incurred in response to this announcement. INFORMATION REQUIRED WITH PROPOSAL SUBMISSION: 1. SF-1449, incorporated in ATTACHMNENT 2, Continuation of Combined Synopsis/Solicitation: Please complete Block 17a, which includes the DUNS number and sign and date (Blocks 30a., 30b., and 30c.). 2. ATTACHMENT 1 - CATERPILLAR Consumable Parts List: Please complete the unit price and extended column for each item, including shipping charges (freight) to the ALEX HALEY's home port in Kodiak Alaska. You can submit in your own format as long as all the parts listed are included in the list. 3. Signed copy of any issued amendments to the solicitation. 4. ATTACHMENT 2 - Continuation of Combined Synopsis/Solicitation: Please review each page of this attachment thoroughly as it contains more instructions and clauses and provisions which may contain blocks that must be completed. 5. Documentation stating the delivery date of all the parts listed in the Parts List. 6. Documentation stating that your company is an authorized CATERPILLAR dealer and that the parts you are shipping are certified CATERPILLAR parts. ANTICIPATED AWARD DATE: The contract is expected to be awarded on or before September 29, 2015. QUESTIONS: Requests for clarifications are due no later than September 25 at 12:00 p.m. Pacific time. See ATTACHMENT 3, Request for Clarification. After this date and time, further requests may not be accepted or answered due to time constraints. Submission of questions and any resulting answers from the Government will not require the Contracting Officer to extend the RFQ closing date. All Amendments to the RFQ will be posted via http://www.fbo.gov. PROPOSAL DUE DATE: Proposals must arrive no later than 1:00 p.m., Pacific Time, on Monday, September 28, 2015. Proposals received after this date and time, will not be considered. Mailed and emailed proposals will be accepted. Faxed proposals will not be accepted. When submitting proposals by email, please submit the electronic copy to Wilma.L.Estrada@uscg.mil. All submissions shall include the RFQ number in the subject line of the email. PLEASE NOTE: QUOTATIONS THAT DO NOT INCLUDE ALL REQUIRED DOCUMENTS MAY BE CONSIDERED NON-RESPONSIVE AND MAY NOT BE CONSIDERED DURING THE EVALUATION PROCESS.
