- SOLE SOURCE JUSTIFICATION The USDA, ARS intends to award a sole source, Firm-Fixed Price contract under the Authority of 41 U.S.C. 253(c)(2) and FAR 13.106(b)(i), "Soliciting from a single source" based upon only one responsible source capable of meeting the Government's requirement. The salient characteristics include: 1) Total water volume: 16 gallons per minute at 60 PSI; 2) Single water pass; 3) Reduced sanitizer requirement; 4) Dimensions 181"L x 18"W x 78"H. The system includes KEY ISO-FLO Shaker Washer, Control Panel, Training, Freight, one-year warranty, and meets all Federal State and Local Regulations (i.e., ANSI and OSHA). Delivery: FOB: Origin and is required within 24 weeks after receipt of the order. NOTE: Installation is not included. The NEA-BARC Facilities will off-load the shipment and assist with inside installation and requires facility modification for additional electricity and water connections. This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the Federal Biobased Products Preferred Procurement Program (FB4P). Desired Environmentally Preferred Materials. In addition to the items required, USDA-ARS encourages the purchase of materials and products that are environmentally preferable-those which life-cycle analyses show to be environmentally preferable either because of their resource materials, manufacturing process, toxicity levels, end-of-life possibilities, etc. These include but are not limited to biobased, energy and water efficient products; wood certified by the Forest Stewardship Council; paints and adhesives with low volatile organic compound (VOC) content. This notice of intent is not a request for competitive proposal. No solicitation is available. However, all inquiries received within 5 days after date of publication of the Limited Sources Justification will be considered by the Government. Information may be emailed to the Contracting Officer at lisa.botella@ars.usda.gov. A determination by the Government not to complete based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any resulting procurement would be conducting in accordance with FAR Part 13. An award notice for Coastal Manufacturing Inc. will be posted on the FBO in the near future.
