Description

FAR 8 - JUSTIFICATION FOR LIMITING SOURCES <$150K Requirement or RFQ Number: VA260-15-Q-1176 1.Description of Action: Additional Data Lines to Support Existing Audio Care Systems Nature: 0 New Requirement 1 Follow-on Order 0 Mod to Existing Order Number. Order against: 1 FSS Contract Number: _GS-35F-0821 Name of Proposed Contractor:Audio Care Systems Street Address:744 W. Lancaster Avenue, Suite 250 City, State, Zip:Wayne, PA 19087 Phone:800-606-8677 2.Description of Supplies or Services: The AudioCare System is operational at 148 VA Healthcare facilities within 22 Veterans Integrated Service Networks. The system allows Veterans to supply and receive medical information from a Healthcare facility via a toll free number and internet sites. Specifically, the AudioCare System, comprised of AudioCare software and hardware, performs the following functions: prescription inquiry and refill order processing; prescription specific medication information for patients; prescription renewal requests and pick-up reminders; appointment scheduling and reminders; preventive health messages; customized patient surveys; secure physician/patient communications, such as for lab results, pre-examination questionnaires, immunization information, and screening reminders; staff emergency notifications, and; patient-initiated balance inquiries. The DO will include term licenses, hardware and software maintenance upgrades to support help desk services and on-site support when necessary. The estimated value of the proposed action is $8,108.00 3.Authority: ORDER AGAINST FSS: Authority of the Multiple Award Schedule Program, Title III of the Federal Property and Administrative Services Act of 1949 (41 USC 251, et seq.); Title 40 USC 501, Services for Executive Agencies; and Section 803 of the National Defense Authorization Act of 2002 (PL 107-107) and implemented by FAR 8.405-6. Mark the applicable exception: 0 An urgent and compelling need exists, and following the procedures would result in unacceptable delays(FAR 8.405-6(a)(1)(i)(A); 1 Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)) or 0 In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order and the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order was not previously issued under sole-source or limited-sources procedures. (FAR 8.405-6(a)(1)(i)(C) 4.Rational/explanation to support cited authority: AudioFax is the only known source capable of providing an automated communication system compatible with the existing VA infrastructure. Specifically, the AudioCare System, provided by AudioFax, operates with VA's VistA system, a database written in Massachusetts Utility Multi-Programming System (MUMPS) language that holds VA patient scheduling and other information. In order for Veterans to receive patient medical information, the automated communication system must be compatible with VistA and the MUMPS language. AudioFax is the only known source that can provide automated communication software, hardware, and maintenance compatible with VistA. AudioCare uses InterSystems Caché database software to interface with VA VistA database information. Based on market research performed, no other commercially available solution provides an interface solution to the VA VistA database. Finally, only the software and hardware provided by AudioFax can meet all of VA's functional requirements, which include a complete automated communications system consisting of pharmacy, scheduling, clinical, and financial functions required by VA. 5.BRAND NAME ONLY: This buy is estimated to exceed $25,000 and this documentation will be posted along with the RFQ on e-Buy, as required by FAR 8.405-6(b)(3). 6.Note that this determination satisfies the requirements of FAR 8.405-6.
