- AMENDMENT 2 - SOLID WASTE W56ZTN-15-T-SWASTE The purpose of this amendment is to provide answers to the following questions: QUESTION 1. Section C.3.2.1 specifies, the report forms and transmittal letter be prepared for submittal 5 business days after taking the sample, but Section C.3.3.1.5 states the laboratory turnaround time is standard at 7 business days unless accelerated turnaround is requested. Are you requesting the sewage sludge samples by expedited so the reporting timeline of 5 days can be met? ANSWER: Submittal should be 5 business days after receiving the results from the samples taken. Section C.3.2.1 is modified as follows: C.3.2.1 Annual Sewage Sludge Generator's Report. The contractor shall prepare and submit the Annual Sewage Sludge Generator's Report IAW COMAR 26.04.06.06 and Section 5.2.1 of the PWS. The contractor shall complete the report forms and prepare a transmittal letter for the COR's execution and submittal 5 business days after receiving the results from the samples taken. The contractor shall provide copies of the reports and letter for the COR's record. The annual Sewage Sludge Generator's report shall be submitted to the COR. The report is due to the MDE by January 31, 2016. QUESTION 2. Can the turnaround time for the landfill groundwater samples be increased to two-weeks from the 7 days stated in Section C3.3.1.5? ANSWER - Yes Section C.3.3.1.5 is modified as follows: C.3.3.1.5 Laboratory turnaround time is standard at two weeks unless accelerated turnaround is requested by the COR. QUESTION 3. Section C.3.4.3.7 indicates that an annual report be prepared to document the landfill monitoring. Please confirm you are requesting only one (1) report per year even though there are two (2) sampling events per year. ANSWER: Confirmation is made that only one (1) report is required per year. QUESTION 4. Section C.5.4.3 indicates that both the draft and final copies of the Landfill monitoring reports are due on the same day. Please confirm. ANSWER Draft is due two weeks prior to final. Draft is due on 15 Dec. and Final is due 30 Dec. SECTION C.5.4.3 is modified as follows: C.5.4.3 Annual Groundwater Monitoring and Sampling Report. The contractor shall submit the following to the COR by the dates listed: 1) One (1) hard copy and one (1) electronic (scanned) copy of the contractor's field log of all reporting field activities two weeks prior to contract completion date. 2) One (1) hard copy and one (1) electronic copy of the draft annual report with semi-annual sampling results for the PAAF landfill and one (1) hard copy and one (1) electronic copy of the draft annual report with semi-annual sampling results for the Westwood landfill by December 15, 2015. 3) Four (4) hard copies and one (1) electronic copy of the final report for the PAAF landfill and four (4) hard copies and one (1) electronic copy of the final report for the Westwood landfill by December 30, 2015. QUESTION 5. Section C.8.1 indicated the Project manager shall have a MS in engineering and 10 years of solid waste experience. May companies propose a Professional Geologist with 20 years of solid waste experience to fill this project manager position. ANSWER - The Government has revised their requirements for Project Manager as follows: 8.1 Project Manager The contractor's Project Manager shall possess a Bachelor's of Science (BS) degree in engineering or physical sciences and at least ten (10) years of full-time work experience in Solid Waste projects similar in size, scope and dollar value. The Project Manager oversees the management and execution of the task order IAW the approved PWS, approved work plans, and all federal, state and local regulations. The Project Manager is responsible for design concepts and personnel efforts during the project, and ensuring success of project the quality control activities and management.
