Description
DARPA-SN-15-81 Sole Source Notice for Kromek Group plc DARPA-SN-15-81 Sole Source Notice for Kromek Group plc The Defense Advanced Research Projects Agency (DARPA), Contracts Management Office (CMO), on behalf of the Defense Sciences Office (DSO), intends to award a sole source contract to Kromek Group plc (hereinafter referred to as "Kromek"), under the authority of 10 U.S.C. § 2304(c)(1) and FAR 6.302-1, to acquire spectroscopic personal radiation detectors (SPRDs) in support of DARPA's SIGMA program. Broad Agency Announcement (BAA) DARPA-BAA-14-11 for the SIGMA program described DARPA's requirement for low cost and high performance radiation detectors with relevant form factors. Kromek was selected under the BAA to develop and produce SPRDs that met the specific metrics and the target price identified in the BAA. Under the sole source contract, Kromek will be required to produce SPRDs with capabilities exceeding the metrics described in the BAA including: (1) Overall size of < 250 cc; (2) Weight < 240 g; (3) Up time > 12 hours on a single charge; (4) Gamma detection: Aϵ p /R > 0.075 cm 2 /% at 1.17 MeV with FWHM resolution of 6% or better on more than one crystal face, gamma spectra measured from 30 to 3000 keV, maximum count rate: 10 kcps; (5) Gamma SiPM LED auto-calibration; (6) Neutron detection: Aϵ t > 16 cm 2, maximum count rate: 10 kcps, gamma rejection ratio better than 10 -7, compliance with ANSI N42.34 section 6.18, 6 LiF mat; (7) USB and wireless communication reporting neutron counts and gamma spectra at 1 Hz; (8) Charging through inductive coupling or micro USB; (9) IP53 rated and in compliance with ANSI N42.32 sections 7.1, 7.2, 7.3, 7.4, 7.5, 8.1, 8.4, 9.1; and (10) Price per unit of $400. Additionally, the Kromek SPRDs are expected to reliably function in typical operating environments including radio frequency fields. Further, Kromek will be required to deliver SPRDs at a rate of 1,000 units per month beginning March 15, 2016. Custom, modular, inductive charging cradles capable of charging the SPRD and smart communication device will be delivered at $100.00 or less per unit and a rate of up to 1,000 per month, which is consistent with the SPRD delivery schedule required in the BAA. This announcement constitutes the only synopsis for this requirement and is issued for notification purposes only. It is not a request for competitive proposals and no solicitation is currently available. Interested parties may identify their interest and capability to meet the requirements of this effort by submitting a white paper and past performance data no later than 4:00 p.m. (ET), October 7, 2015 to the Defense Advanced Research Projects Agency, Attn: Mr. Michael Mutty, Contracts Management Office (CMO), 675 N. Randolph Street, Arlington, VA 22203 or via email to michael.mutty@darpa.mil. Questions shall be submitted to the above email address. Companies interested in subcontracting opportunities should contact Kromek directly. The Government will consider all information received before 4:00 p.m. (ET), October 7, 2015. Information received will be considered by the Government solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. See attached DARPA-SN-15-81.
