- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a msolicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334511 with a small business size standard of 750 employees. AFRL requires an Aircraft Bus Characterization and Integrity toolset to test the data bus writing on aircraft. This equipment can pinpoint any cable breaks and analyze signaling on data bus wiring, provides a data recording/archive function, and allows information management down to individual aircraft tail numbers in the even that a fleet of aircraft are being tested. Purchase includes seven (7) units and maintenance. This purchase is explicitly for use in a Joint STARS test. In keeping with the standardization of this equipment in the B-2 program, there is no other vendor that manufacturers this product. The BCIT-1553 is produced by Dragoon/ITCN. The government intends to negotiate a sole source contract with Dragoon/ITCN, 591 Congress Park Dr., Dayton, OH 45459-4036. The government has determined that there are no other source can meet the requirement as the product was specifically developed for this function under a SBIR Phase III sole source contract specifically targeting commercialization of the product. The original item was developed for the B-2 bomber program and is currently fielded for use in diagnosing/testing B-2 data bus issues. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement and/or market pricing, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2015. A Sole Source Justification will be attached to the subsequent Notice of Award.
