- The 338 Specialized Contracting Squadron JBSA-Randolph TX in support of the Air Force Security Assistance Training (AFSAT) Squadron has a requirement for Aircraft Maintenance Support Services and Taiwan Foreign Military Sales (FMS) Supply Warehouse support for fourteen Republic of China (Taiwan) F-16 Block 20 aircraft, equipment maintenance and supply functions to support the 21st Fighter Squadron (21 FS), Taiwan Air force (TAF) FMS Fighter Pilot Training at Luke AFB, AZ. The following maintenance services will include: 1. Performing Air Force Instruction (AFI) 21-101 Organizational (O-level): Aircraft General, Avionics, Electro-Environmental, Weapons, and Engine Maintenance with limited Intermediate (I)-level engine retained tasks functions. 2. Providing all recovery and repair of off-station and cross-country aircraft within North America. 3. Providing Taiwan F-16 Block 20 aircraft ferry en-route (Guam or Hawaii) support for 21 FS aircraft to/from Taiwan, if required. 4. Establishing a proactive/effective Quality Control function. 5. Providing O-level Data Base Management and Plans Scheduling and Documentation functions. 6. Establishing, performing and managing flight line support section functions. 7. Implementing a Composite Tool Kit (CTK) program. 8. Establishing a maintenance debrief function. 9. Providing services and effectively managing the Taiwan Foreign Military Sales (FMS) supply warehouse. Perform facility upkeep on Government provided 21 FS maintenance facilities, grounds, and work areas. 10. Ensuring maintenance documentation is 100 percent accurate in the aircraft forms and Maintenance Information Systems. 11. It is anticipated that in Jul 2019 the fourteen F-16 aircraft will be ferried to Taiwan for retrofit. Fourteen different retrofitted replacement F-16 aircraft will be ferried back to Luke AFB for a lengthy acceptance inspection. The retrofit will include significant avionics and structural enhancements changing the configuration of the aircraft significantly. The ferrying of all fourteen aircraft will not be part of this requirement. This is a notice of intent to solicit Aircraft Maintenance Support Services in accordance with (IAW) FAR Part 15. Anticipated release date of Request for Proposal (RFP) is approximately 9 Oct 15. The solicitation document and incorporated provisions and clauses are those in effect with Federal Acquisition Circular 2005-83. Do not submit bids, proposals, or quotations as this is only a notice of intent. The NAICS Code is 488190 size standard 32.5M. Note: Ensure you have NAICS Code 488190 registered in order to be considered.
