- The US Army Contracting Command-Redstone hereby issues this Request for Proposal (RFP) to acquire, on the basis of full and open competition, the Preliminary Design Review (PDR) for the Improved Turbine Engine Program (ITEP). Program Overview: ITEP is a 3,000 shaft horsepower engine program that provides advanced turboshaft propulsion capability primarily for application to the Army's Black Hawk and Apache helicopters. ITEP is based on the Operational Energy Initial Capabilities Document focusing on fuel and maintenance savings as well as worldwide performance in high/hot conditions at 6,000 ft / 95 degrees Fahrenheit. ITEP is focused on the development and qualification of a new centerline, turboshaft engine that is needed to support operational energy requirements necessary to ensure the Black Hawk and Apache remain operationally effective well into the 21st Century. The intent is to award up to two (2) contracts that will include Fixed Price Incentive (Firm Target) (FPIF) and Firm- Fixed-Price (FFP) Contract Line Item Numbers (CLINs). These contracts are expected to have a 24-month period of performance. All comments and questions relative to this RFP or attachments must be submitted by email to the Contracting Officer, April.S.Trice.civ@mail.mil, by 06 October 2015. Questions must be submitted in writing to the Contracting Officer who is the only Government representative authorized to discuss this solicitation. Under no circumstances will communication regarding this solicitation be accepted by any other Government employee. All questions and answers will be posted to FBO.gov. Proposals are due forty-five (45) days from the issue date of this RFP, no later than (NTL) 1500 CST on 09 November 2015. The share ratio for overruns is 0/100 (Government/Contractor) and the share ratio for underruns is 80/20 (Government/Contractor). The share ratios are not subject to negotiation. Proposals offering an alternative share ratio or contract type will be considered nonresponsive. Selection of the offeror(s) for this requirement will be based on the assessment of proposals submitted in response to the RFP and evaluated in accordance with Section M, Evaluation factors for award. Offerors are allowed to submit more than one technical solution; however, each solution offered shall stand alone and a complete proposal as described in Section L shall be submitted for each solution. General basis for competition: The Government intends to award a PDR contract to the offeror(s) who can accomplish the program's requirements and provide the Best Value to the Government. The Government reserves the right to award a contract to other than the lowest cost/price offeror(s). Funds are not presently available to support this acquisition. No contract will be awarded until funds are appropriately certified and available. Responses to this RFP are strictly voluntary. Responding to the RFP in no way obligates the Government to allow contractor participation in the source selection process. It is anticipated that all CLINs will be incrementally funded.
