Description
The purpose of this amendment is to provide questions and answers. 1.What time span does the VA research team envision occurring between the baseline and each time point 2 and 3 (or end-of-trial)? We envision baseline & 1st exposure at the same time (time point 1); the remaining exposures would happen once per week, with the final exposure & exit survey happening at the same time point (so this entire study should only take a few weeks for a participant to complete). 2.Are the three messages/media pieces distinct from one another, or are respondents exposed to the same piece of media at each time point? Depending on the condition, participant may receive different video messages (e.g., condition 1: same video at each time; condition 2: 2 different videos; condition 3: same video). 3.Does the VA anticipate that vendors will consult in survey development, or will a finalized survey be provided to the vendor? The researchers will provide the survey Qs, but it is expected that the vendor will create a data collection tool for participants to 'respond' to survey Qs with 4.The design requires a 50/50 mix of firearm owners and non-firearm owners in each condition. Is the VA interested in directly comparing these two populations, or simply in ensuring that a portion of the sample consists of firearm owners? VA's priorities on this issue will impact the sample approach With any RCT study design- we would like to be able to compare results across study conditions and groups. This would require sampling methods that allows for enough owners/non-owners in each condition to make adequate comparisons. The OVERALL sample should be 50/50 gun owners vs. non-owners, with each condition possessing enough sample of each to make statistical comparisons. 5.Does the VA anticipate that vendors will assist in the preparation of OMB/IRB materials? And, should vendors allow for OMB/IRB review in the proposed timeline? The research team already has OMB exemption and has prepared their own materials. The Vendor should assume that once IRB approval is obtained, that procedures can begin ASAP. 6.Does VHA have an estimate for the incidence of gun ownership among Veterans, and if so, can you provide it? The VA does not possess this data. Please look to other public data sources. 7.The solicitation timeline allows a few days for data collection. Is there flexibility in this timeline? The data collection process should span several weeks. There are several time points with approximately one (1) week in between each. 8.Does the VA have a cost estimate for this project? This information cannot be disclosed to prospective contractors. Any additional questions must be submitted to Katherine Dorn, Contract Specialist, in writing at katherine.dorn@va.gov. Quotes must be submitted by 3:00pm MDT on Monday, September 28, 2015.
