- The Naval Air Warfare Center Weapons Division (NAWCWD) intends to award a Firm-Fixed-Price (FFP) and Cost-Plus-Fixed-Fee (CPFF), Level of Effort (LOE), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Deloitte Consulting, LLP (Deloitte). The contract will build on the existing Enterprise Value Mapping analysis and Value Chain analysis, for NAWCWD's Corporate Operations Competency (COC). This continued analysis will allow the contractor to provide timely recommendations that support NAWCWD's goals; to improve communications with internal and external stakeholders; make informed business and investment decisions; and, plan effectively for long-term strategies and solutions. Deloitte has gained a foundational understanding and insight into the detailed operations of NAWCWD, which is critical to perform the requirements of this contract, building on the existing analysis conducted and to be able to perform the following. (1) Perform in-depth research and analysis on industry and federal agency best business practices, and provide advice on how to implement and align with NAWCWD business objectives. (2) Collect and analyze benchmarks and evaluate against industry and federal agencies that share similar characteristics. (3) Using the EVM Value Chain, the contractor shall analyze existing data and produce metrics for business sustainment and provide recommendations. (4) Develop processes outlining activities to implement strategic priorities and workforce related initiatives. (5) Analyze existing data in the Enterprise Value Map and expand the EVM to identify relationships needed for longer-term and future business opportunities. (6) Analyze the strength of NAWCWD's relationship with current and potential stakeholders, identify target capture opportunities for customers identified in the value chain analysis, identify efficiencies and activities that will reduce costs and develop the skills of NAWCWD's business capability. Activities include stakeholder analyses, resource gap assessments, relationship management plans, and training plans. (7) Identify critical capabilities, operating models, and people/processes/technology required to deliver products/services to target customers. Validate alignment of organizational investments to critical capabilities. Build a workforce competency model and perform succession and workforce planning to sustain business capabilities. (8) Present executive briefings and provide recommendations to issues posed during the meeting. Under previous contracts, Deloitte delivered NAWCWD Enterprise Value Map analysis and Value Chain analysis which was used to extensively analyze the business systems of government and industry clientele and provided a unique executive understanding of NAWCWD's current services, management and customer education processes, and capacity portfolio analysis. The foundational understanding Deloitte gained of NAWCWD's products, services, customers, operational costs, investments, and strategic priorities was a result of extensive analysis of NAWCWD Enterprise Value Map and Value Drivers and through interviewing 40-plus NAWCWD stakeholders associated with this effort. The follow-on tasks required under this contract cannot be completed without the foundational understanding and analysis completed under previous contracts. The amount of duplication of effort, and time which would be expended by both NAWCWD stakeholders and another contractor to repeat the foundational analysis would be significant to get another contractor up to speed with the current state of the Enterprise Value Mapping, Value Chain Analysis. The Government contemplates a contract with a five-year period of performance and anticipates award in approximately the second quarter of FY 16. The total level of effort is approximately 68,700 hours. The contract will include one FFP CLIN and one CPFF CLIN for Enterprise Value Mapping and Value Chain Analysis, and one CLIN for CDRLs (NSP). This notice of intent is not a request for competitive proposals; however, any firm believing it can fulfill the requirement identified above may submit a written response (capability statement) which shall be considered by the agency no later than 15 days after the date of publication of this notice. The written response shall reference solicitation number N68936-15-R-0044 and clearly demonstrates the firm's experience, assets, background, and ability to perform the required work without causing programmatic hardship, duplication of cost, or compromising the quality, accuracy, reliability, and schedule.
