- Description
- The Contracting Department, NAVSUP Fleet Logistic Center Norfolk, Norfolk, VA, 23511-3392; intends to negotiate an Indefinite Delivery/Indefinite Quantity type contract with Firm-Fixed Price provisions and will utilize procedures under FAR Part 15 Contracting by Negotiation . This requirement is to provide subject matter experts (SME), working with a collaborative team, to develop the draft Microsoft Word document for up to ten (10) Concepts of Operations (CONOPS) in various stages of development. Generic examples of potential topics include: Surface Platform Wholeness; Aircraft/Air System Platform Wholeness; Submarine Platform Wholeness; Communications, Network, Intelligence, Command and Control System Platform Wholeness; Surface Ship Warfighting; Aircraft/Air System Warfighting; Submarine/Undersea Warfare Warfighting; Command and Control Support Warfighting; Warfare Function Warfighting and Revision to Approved CONOPS. The annual plan development process and promulgated plan will provide yearly guidance on specific topics to be developed. A complete RFP package will be available on or around 25 April 2015 by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil or at http://www.fbo.gov/. Place of Performance will be United States. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services. The Size Standard is $15M. This prospective Request for Proposal (RFP) will be processed utilizing Full and Open Competition After Exclusion of Sources and will be set-aside for service-disabled veteran-owned business concerns. The resulting contract will be for the period of a twelve (12) month base year and four (4) twelve month option years along with FAR Clause 52.217-8 Option to Extend Services . All options will be evaluated in accordance with FAR 17.206(a). Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
