Description
PRE-SOLICITATION SYNOPSIS N40085-15-R-7747 This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to notify potential vendors of a single award Indefinite Delivery/Indefinite Quantity services contract. The proposed contract will be a FFP performance-based contract for Charter Bus Rental Services throughout the NAVFAC MIDLANT Area of Responsibility (AOR). The successful contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide chartered bus services for the entire Naval Facilities Engineering Command (NAVFAC)MIDLANT area of responsibility. The work is primarily located in the Tidewater/Hampton Roads area, and includes the following locations: Norfolk Naval Station, Norfolk, Norfolk Naval Shipyard, Portsmouth, Naval air station Oceana, Virginia Beach, Naval Amphibious Base Little Creek, Norfolk, Virginia beach, Naval Weapons Station, Yorktown, Virginia. In addition trips may be made to / from Naval Station Newport, Newport, Rhode Island, Navy Submarine Base, New London, Connecticut, Portsmouth Naval Station, Kittery, Maine, Naval Weapons Station Earle, New Jersey, Naval Support Activity, Philadelphia, Pennsylvania, Philadelphia Naval Business Center, Philadelphia, Pennsylvania, Naval Support Activity, Mechanicsburg, Pennsylvania, Naval Surface Warfare Center, Crane, Indiana, Naval Station, Great Lakes, Illinois, Marine Corps Air Station, Cherry Point North Carolina, Marine Corps Base Camp Lejeune, North Carolina, Marine Corps Base Paris Island, North Carolina, Marine Corps Base Beaufort, South Carolina, Marine Corps Base Albany, Georgia, and any of NAVFAC MIDLANT ™s Northeast Client Base locations. The exact locations will be indicated in each Task Order by the Contracting Officer. The services will be acquired utilizing procedures under Federal Acquisition Regulations (FAR) Part 15 “ Contracting by Negotiation. The work identified is to be provided by means of an Indefinite Delivery-Indefinite Quantity (IDIQ) contract. Source selection procedures will be used to select the proposal that provides the lowest price and is technically acceptable to the Government. Offerors will be evaluated using the Lowest Price Technically Acceptable Method. The resulting contract award will be a performance-based service contract made to the responsible offeror whose proposal, conforming to the Request for Proposal (RFP), will be most advantageous to the Government, price and other evaluation factors considered. The offerors ™ proposal shall contain a response to each of the evaluation factors and shall be in the form prescribed by the solicitation. The solicitation requires the evaluation of price and the following non-price factors: Factor 1 “ Corporate Experience, Factor 2- Technical and Management Approach, Factor 3 “ Safety, and Factor 4 “ Past Performance. NOTE: Offerors shall be evaluated as technically acceptable under factors 1, 2, 3 and 4 in order to be considered technically acceptable overall. Offers shall be submitted for the performance of work for a period of one (1) year. However, the initial term of the contract may be for a period of less than one (1) year. The Government has the option to extend the term of the contract services for additional periods of one (1) to twelve (12) months. The total contract term, including the exercise of any options, shall not exceed sixty (60) months. The solicitation will be available on or about 08 October, 2015 in electronic format only and will be posted on the Navy Electronic Commerce Online (NECO) website at https://www.neco.navy.mil/. Estimated proposal due date shall be approximately thirty (30) days after the solicitation is posted (09 November 2015 at 2:00pm Eastern time). Vendors can view and/or download the solicitation and any attachments at the Navy Electronic Commerce Online (NECO) website: https://www.neco.navy.mil of the Federal Business Opportunities website available at https://www.fbo.gov. Notification of any updates or amendments to the solicitation will be posted in the same manner. THIS SOLICITATION WILL BE AVAILABLE IN ELECTRONIC FORMAT ONLY. Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). Notification of any changes (amendments) to the solicitation will be done via the internet. It will be the responsibility of the contractor to check the website daily for any and all amendments to the solicitation. All contractual questions must be submitted in writing via E-mail to susan.roberts2@navy.mil. Telephone questions will not be accepted. By submitting a proposal the, the offeror is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. NOTE: The contractor is required to register with the System for Award Management (SAM). No contract award shall be made to any contractor that is not registered in SAM. Please visit the SAM website at www.sam.gov for information on how to register. The NECO website has a submit bid button next to the solicitation number. DO NOT use the submit bid button on NECO to submit your quote
