Helmet Display Tracking System (HDTS) Support Equipment (SE), Basic Ordering Agreement (BOA). Acquisition, Sustainment, Training, and Technical Support for AH-1W HDTS SE DISCLAIMER THIS REQUEST FOR INFORMATION (RFI) IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. INTRODUCTION This is a Request for Information/Sources Sought notice to solicit comments, questions and feedback from industry regarding a Basic Ordering Agreement (BOA) for Contractor Logistics Support to include spares procurement, repair of end item and sub components, technical authoring, calibration, and training services for all AH-1W Helmet Display Tracking System (HDTS) Support Equipment (SE). Interested parties may submit technical literature/brochures on their products or solutions that meet the requirements as set forth in the basic requirements list included herein. Rough Order of Magnitude pricing is also requested for planning purposes. Any other relevant information may also be submitted for consideration to aid in refinement of this requirement. THIS RFI IS NOT A REQUEST FOR PROPOSAL. It is a market research tool being used to determine potential and eligible vendors capable of providing Contractor Logistics Support described herein prior to determining the method of acquisition and issuance of a Request for Proposal. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. ELIGIBILITY The PSC for this requirement is J017; the NAICS is 811219 with a size standard of $20.5 in millions of dollars. All interested businesses are encouraged to respond. REQUIREMENTS Operational and sustainment support for all HDTS SE for repairs, spares, calibration, technical support, training, and technical data sourcing. This support/sustainment BOA will provide Naval Air Systems Command (NAVAIR) and United States Navy Fleet Activities, the required support to maintain all AH-1W HDTS SE. Description of Supplies/ Services: This BOA, and associated support and sustainment, shall support all AH-1W Fast Action Characterization Tool (FACT) FACT, Ready Room Unit (RRU) and Advanced Sight and Display Computer (ASDC) Loaders associated with AH-1W operations and maintenance. Without the aforementioned support and sustainment, HDTS testing, operations, and maintenance is limited for all AH-1W aircraft until Weapon System sundown. SE includes (see below): a. AH-1W Fast Action Characterization Tool (FACT): NSN: 6RX4920-01-623-4972-AU, Part Number (P/N): WB559W-00. b. AH-1W FACT Work Around: NSN: Not Available, P/N: WB559WA-00 c. Ready Room Unit (RRU): NSN: 6RX6625-01-622-7143-AH, P/N: TB1258A-00 d. AH-1W RRU Work Around: NSN: Not Available, P/N TB1258A-01 e. AH-1W Advanced Sight & Display Computer (ASDC) Loader: NSN: 6RX7025-01-622-3847-AH, P/N: P/N: MB1058B-00 SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 point font minimum) demonstrating ability to meet the requirements as described in the preceding paragraph. This documentation MUST address, at a minimum, the following: 1. Company Name; Company Address; Cage Code, Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. 2. company profile to include number of employees, annual revenue history, office location(s), DUNS number, and a statement regarding current small/large business status; 3. statement regarding capability If you are a small business, provide an explanation of your company's ability to perform at least 50% of the tasking described in this SOW for the base period as well as the option periods. Respondents to this notice must also indicate whether they are a large business or qualify as a Small, Small Disadvantaged, Small Disadvantaged Veteran Owned Small Business, Women-Owned, 8(a), Hub Zone or Service Disabled Veteran-Owned Small Business Concern. The capability statement package shall be sent via mail to Ms. Alison Grosch, Contract Specialist at alison.grosch@navy.mil. Submissions must be received at the office cited no later than 3:00 p.m. Eastern Standard Time on 10-14-2015.
