Description
INTRODUCTION The Transportation Security Administration (TSA) protects the Nation's transportation systems to ensure freedom of movement for people and commerce. The Occupational Safety, Health, and Environment Division (OSHE) within the Office of Finance and Administration has oversight responsibility for all occupational safety, health, and environmental activities within TSA. This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are Small Businesses; HUBZone Small Businesses; Service-Disabled Veteran-Owned Small Businesses (SDVOSB); 8(a) Small Businesses; Veteran-Owned Small Businesses; Woman-Owned Small Businesses (WOSB); or Small Disadvantaged Businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method.. TSA reserves the right to utilize information from the responses to this Sources Sought Notice to determine if any small business set-asides may be applicable to any resultant solicitation. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Responding to this Sources Sought Notice does not automatically include the responder to any bidders list, if such a list is developed. This Sources Sought Notice is for information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. BACKGROUND The TSA Occupational Safety and Health (OSH) Program encompasses several program elements to comply with Public Law 91-596, the Occupational Safety and Health Act of 1970, and Executive Order 12196, Occupational Safety and Health Programs for Federal Employees. The mission of the TSA OSH program is: To develop, implement, and monitor TSA's occupational safety, health, and environmental policies and programs in order to protect employees, members of the traveling public, and the environment in support of TSA's overall mission to protect the nation's transportation systems. TSA is planning to acquire Occupational Safety and Health (OSH) contract services to support the implementation and execution of the national Occupational Safety and Health program at TSA Headquarters and field locations nationwide. The Contractor shall serve as an extension of the TSA OSHE Office, providing full-time, ongoing support to supplement the services provided by the OSHE staff. The Contractor shall be fully responsive and proactive in its daily support services in consultation and collaboration with the OSHE Office. Support services will be provided in the areas of program development and implementation; training development, instruction and evaluation, communications and outreach; technical assistance, inspections, and abatement strategies; program evaluation; committee support; data analysis and reporting. The Contractor shall be required to provide proven technical expertise and competence, and be able to demonstrate (1) a broad OSH knowledge base, (2) experience in resolving routine and novel safety and health issues, (3) completion of peer- recognized professional training programs, and (4) strong oral and written communication skills. The potential NAICS Code associated with this potential acquisition is: 541690 OBJECTIVE The overall objective of this Sources Sought Notice is to determine the availability of qualified small businesses capable of providing full-time resources and technical expertise to TSA Headquarters and TSA field organizations in support of the national TSA OSH Program. TSA personnel are located throughout the United States, its territories and possessions, and selected international locations. The majority of personnel are located between the TSA Headquarters in Arlington, Virginia and approximately 450 airports and field operations. Support Contractors shall be required to travel to airports and field locations nationwide in order to provide support services to TSA operations in both the contiguous United States (CONUS) and outside the contiguous United States (OCONUS). SCOPE TSA is seeking specialized OSH services to support its OSH mission while furthering the agency's mission and objectives through the implementation, maintenance, and improvement of the following OSH program elements at TSA Headquarters and field locations nationwide: • Professional OSH support and outreach to assist TSA establishments with local implementation of the OSH program and to ensure compliance with applicable laws, regulations, and DHS and TSA safety policies. • Formal annual safety and health inspections of TSA workplaces captured in a written report that identifies potential OSH hazards, regulatory violations, and includes recommendations for corrective actions in accordance with regulatory requirements. • Investigate and track corrective actions resulting from employee notices of unsafe or unhealthful working conditions, formal and informal OSH inspections, baseline and on-going job hazard analyses, special assessments, and OSHA workplace inspections and notices of employee complaints, including communication of abatement actions to appropriate authorities for closure purposes. • Investigate and track corrective actions resulting from employee injuries, illnesses, and damage to motor vehicles, equipment, or facilities, and identify causal and contributing factors to prevent future occurrences. • Ergonomic, industrial hygiene, indoor air quality, and other specialized studies of workplace safety and health issues at TSA worksites and workplaces. • Document, manage, analyze, and communicate OSH activities in TSA's Safety Information System (SIS), the electronically based repository of "corporate" exposure data, including job hazard analyses, formal annual OSH inspection reports, specialized studies or assessments, OSHA compliance audits, injuries, illnesses, damage to property, equipment, or facilities; abatement strategies, and corrective actions. • Support the implementation of the OSH evaluation program through the development and use of scorecards and self-evaluation tools. • OSH training courseware development and delivery through instructor-led and web-based media to support OSH program implementation and employee safety awareness (Articulate Storyline 2 is the preferred web-based development tool). • Assist TSA OSHE in its communications and outreach efforts through the development of OSH guidance documents, newsletters, safety bulletins, OSH-related videos, and the administration of an OSH SharePoint portal used for communication of OSH information. • Baseline and on-going job hazard analyses of work areas, processes, and practices, emerging technologies, and new and renovated TSA workplaces and facilities to address any OSH hazards, life safety, firing range, explosives, and fire protection issues that may exist. CAPABILITY STATEMENT Interested small business vendors are requested to submit a capability statement that addresses their company's capabilities in the following areas: 1. An overall strategic approach to meet the service requirements outlined in the program Scope above. 2. Experience in providing OSH contract support on a national level similar to the services required by TSA. When identifying current or past experience, please identify the following: • Name of Agency • Point of Contact (name, title, phone, and email) • Contract/Task Order Number • Contract Type • Period of Performance • Total Contract Dollar Value • Scope of the Contract/Task Order • Brief Description of work done within the Scope of the Contract/Task Order 3. Current in-house staff resources with proven technical OSH expertise and competence suitable to meet the TSA OSH requirements outlined above. OSH personnel must fit the descriptions set forth in 29 CFR 1960.2(s) and the OPM standards for Occupational Safety and Health, GS-0018 positions. ADMINISTRATIVE All interested small business vendors may submit the capability statement to the TSA Office of Acquisition (OA). Submissions shall not exceed ten (10) pages in length. A proposed price is not required or requested under this Sources Sought Notice. In addition to the Capability Statement, the written response to this notice should include the following items: a. Company Name. b. Company DUNS number. c. Company mailing address, telephone, fax numbers, and website address d. Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives e. Date submitted. f. Applicable company GSA Schedule number or other available procurement vehicle. g. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All respondents must register on the SAM located at https://www.sam.gov/portal/public/SAM/ Vendors responding to this Sources Sought Notice are responsible for all expenses associated with responding to this Sources Sought Notice. (Note: TSA will not pay any costs associated with this effort). Your submission should be organized in accordance with the instructions in this document in order to permit a thorough and accurate review by the TSA. Responses to this Sources Sought Notice must be submitted to the TSA via electronic mail to Katya.Cruz@dhs.gov no later than 3:00 PM Local Washington D.C. time, 02 November 2015. Responses not received by the closing date and time may not be considered or reviewed by the TSA. Questions in support of this Sources Sought Notice will not be entertained. The deadline for submission will not be extended unless the CO determines that an extension is necessary. Any and all updates to this request will be posted to the Government Point of Entry at www.fbo.gov. Interested parties are encouraged to check www.fbo.gov frequently for possible updates.
