Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI issued solely for information and planning purposes at this time and shall not be construed as a solicitation or an as obligation on the part of the Department of Defense. RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Request for solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. All information submitted in response to this announcement is voluntary; the United Stated Government will not pay for information rquested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Not responding to this RFI does not preclue participartion in any future RFP, if any is issued. If a solicitation is released, it will synopsized on Joint Contingency and Expeditionary Services (JCXS) and Federal Business Opportunities (FedBizOpps)> It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The US Army Contracting Command is exploring options for Contractor to provide transportation, assembly, testing, and training on Hyster Container Handlers Model 1150HD-CH. The contractor shall provide all personnel, equipment, supplies, facilities, tools, materials, supervision, other items and non-personal services to provide transportation, assembly, testing, and training on Hyster Container Handler Model 1150HD-CH. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services in accordance with Hyster manual instructions. The contractor must provde a detailed list of maintenance inspections and repairs completed on a general local maintenance form. The contractor shall demonstrate full functionality of Hyster by assembling the Hyster with it accessories as intended for general used and list checklist instructions in Dari and English of how to assemble the Hyster and its accessories to the GTR/and or designated CSTC-A/SAO representative. The contractor shall provide all personnal, equipment, tools, materials, coordination with SAO-A office to transport Hysters from AUTL to deignated delivery points in Kabul (ANA Central Supply Depot) and Wardak (ANP National Logistics Center). The contractor shall ensure prior to assembly that each Hyster Container Handler is in safe working condition in accordance with the Original Equipment Manual (OEM) and transported to listed locations. 2 each ANA Central Supple Depot in Kabul 2 each ANP National Logistics Center in Wardak The contractor shall provide proof of operation by lifting, moving and stacking 2 each filled 40 foot ISO containers on top of one another and annotated on a check sheet. The contractor shall reconfigure the Container Handles and stack one 20 foot ISO container on top of the 40 foot ISO containers. Successfully unstack and position all containers back to their original positions. Proof will be documented on a check sheet. These operations will be performed without deficiencies to the equipment. Found deficiencies will be repaired to FMC + Safety by the contractor prior to issue to end user. The contractor shall train 2-3 designated personnel on operation and 10/20 level maintenance at each of the locations. The trainees must complete set of operations on equipment to standard and show how to conduct basic 10/20 level maintenance. Potentital respondents shall provide no more than 2 pages of their capability to rransport the Hysters and Key Personnel to include certifications to provide the tranining for operation and 10/20 level maintenance. Potential respondents shall provide cost estimates for each of the services rendered. Charges cannot be based on cost plus a percentage of cost. Respondents shall not be obligated to provide the services described herein and it is understood by the United States Government that the cost estimated provided as as result of this request are "best" estimated only. The response date for this market research is October 24, 2015 (5:00 p.m. Afghanistan time). NO PHONE CALLS WILL BE ACCEPTED AT THIS TIME.
