Description
This is a SOURCES SOUGHT NOTICE - This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. No contract will be awarded as a result of this Sources Sought announcement. The Department of Veterans Affairs (VA), Network Contracting Office (NCO 17), is planning to issue an open market, not set-aside for small business services contract for the Engineering Service Office, Valley- Coastal Bend Texas Veterans Health Care System (VCBTVHCS), Harlingen, TX, for preventive maintenance (PM) and unscheduled repairs of radiographic and ultra-sonic imaging equipment located with the Valley-Coastal Bend area. This requirement includes labor, supplies, equipment, travel/transport, and supervision to provide PM and repair support. A statement of work including a list of the equipment so covered and their locations is attached to this notice. Disclaimer: The anticipated award will be a firm-fixed price (FFP) contract award. Notwithstanding any historic data furnished by or for the medical facilities, it is the Contractor's responsibility to furnish the necessary quantities of manpower, supplies, and equipment to provide satisfactory service at the medical facilities. The anticipated period of performance for this requirement is for a base year, the total duration of which shall not exceed 12 months. The corresponding North American Industry Classification System (NAICS) Code is 811219 - Other Electronic & Precision Equipment - Repair and Maintenance with a small business size standard of $20.5 million dollars. Based on the number of Large Businesses on the FSS/NAC Schedule 65 II A, MEDICAL EQUIPMENT AND SUPPLIES, this requirement will be open market. No reimbursement will be made for any cost associated with providing information in response to this solicitation. All responses must be submitted by e-mail to the point of contact identified below; no other method of transmittal will be accepted. Based on the responses received, the Contracting Officer/Specialist reserves the right to determine what, if any, set-aside status may be applied. Respondents are to submit a capability statement not to exceed six pages that clearly addresses the following requirements: The Company has experience in managing and performing a variety of PM and repair services for at least twenty-four months during the past thirty-six months for a full-service medical facility. Additional information: (1) Name of organization. (2) Organizational address(s) and telephone number. (3) Organization's point of contact and contact information including telephone number and e-mail address. (4) Current GSA contract number and applicable SINs. (5) Current business size status for the applicable NAICS. (6) DUNS number. (7) Total number of years of experience in providing this service. (8) 3 Current and/or past performance reference information for requirements of similar size that includes the contract/order number, customer, and customer contact information, contract value, period of performance, prime or subcontract, and a brief description of services provided under the contract/order number. Responses to this Sources Sought Notice shall be e-mailed to the Contracting Specialist, Jerry Hyndman, The Arcanum Group at gerald.hyndman@va.gov. Please include "VCBTVHCS Radiographic and Ultra-Sonic Imaging Equipment Maintenance" in the subject line of the email along with the solicitation/RFP identifier number, VA257-16-R-0055Y. Responses must be received no later than 12:00 PM CST on November 2, 2015. Failure to submit all information requested on a timely basis will result in a contractor not being considered as an interested business. Respondents will not be notified of the results.
