SOURCES SOUGHT ANNOUNCEMENT The 4th Contracting Squadron (4 CONS) is seeking sources to provide custodial services to Ft. Fisher Recreational Area, Kure Beach, North Carolina. CONTRACTING OFFICE ADDRESS: 4th Contracting Squadron 1600 Wright Brothers Ave Seymour Johnson AFB NC 27531 INTRODUCTION: This is a SOURCES SOUGHT to determine the availability and technical capability of large and small businesses (including the following subsets, Small Disadvantaged Businesses, HUBZone Firms; Certified 8(a), Service-Disabled Veteran-Owned Small Businesses and Woman Owned Small Business) to provide the required products and/or services. The 4th CONS is seeking information for potential sources for a contractor that will provide all management and labor to ensure that custodial services are performed at Fort Fisher Air Force Recreation Area (FFRA), 118 Riverfront Road, Kure Beach, North Carolina. Services shall be rendered starting 11:30 am and completed by 3:30 pm on the same day. DISCLAIMER: THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. REQUIRED CAPABILITIES: STATEMENT OF WORK FOR CUSTODIAL SERVICES Ft Fisher Air Force Recreation Area 118 Riverfront Road Kure Beach, NC 28449 GENERAL The contractor shall provide all management and labor to ensure that custodial services are performed at Fort Fisher Air Force Recreation Area (FFRA), 118 Riverfront Road, Kure Beach, North Carolina. Services shall be rendered starting 11:30 am and completed by 3:30 pm on the same day. The contractor shall comply with applicable federal, state, and local regulatory standards. The contractor shall perform the required cleaning services to meet clinical standards. The contractor shall provide management, labor, necessary supplies and storage needed to perform cleaning services. The contractor will provide their own vehicles. All contractor staff will wear company shirts for identification purposes. The evaluation of results will be based on tenant satisfaction, customer complaints and Fort Fisher Management observations and input. The contractor has 24 hours from receipt of service call to provide requested services. The contractor will receive cleaning list and sign out room keys from front desk. When units are complete the contractor will return cleaning list and sign in room keys at front desk, there is a $10 fee per lost key. All on site communication and reports of maintenance issues will be handled through the front desk. UNITS LOCATED AT RECREATION AREA The following units are located at FFRA and will be required to be cleaned under this custodial agreement: (8) - Four bedroom units to include; kitchen/dining area, living room and 2 full bathrooms (40) - Three bedroom units to include; kitchen/dining area, living room and 2 full bathrooms (12) - One bedroom units to include; kitchen/dining area, living room and 1 full bathrooms DESCRIPTION OF SERVICES FOR GENERAL CLEANING Collect all dirty towels, wash cloths, bath mats, dish cloths, pot holders, dish towels, bed sheets and bed spreads; put into large trash bag provided by FFAFRA and return to the rear door of the laundry facility. Ensure sofa sleepers are checked for dirty bed sheets. Pick up clean replacement linens listed above, provided by FFAFRA, at the front desk. Check under furniture, cushions and inside drawers for trash, food or personal items that may have been left by guests. Any items left by guest should be brought to front desk. Empty and clean trash cans, replace liners and leave 2 extra liners in designated location. FFAFRA will provide all trash bags and extra liners that will be picked up at the front desk. Remove trash and sweep all garages, patios and/or decks. All carpeted floors will be vacuumed from wall to wall; including under all furniture. The contractor will use the most appropriate method of cleaning (sweep, dust mop, wet mop, etc.) all non-carpeted floors based on type of floor covering to ensure the floors have a uniform, glossy appearance and are free from dirt, debris, dust, scuff marks, heel marks, stains, discoloration and other foreign matter. Any grout between the floor tiles shall be free of soil, scum, mildew, and residue. Baseboards, corners and wall/floor edges shall be clean and free of soil, scum, scuff marks, and residue. Chairs, trash receptacles, and other moveable items shall be moved to maintain floors underneath these items and returned to their original position. Dusting will be accomplished on all furniture, window blinds, window sills, pictures, ceiling fans and clocks. Leave all mini blinds in open position. All interior glass, exterior glass, mirrors and TVs shall show no traces of film, dirt, smudges, water, or other foreign matter Perform spot cleaning on any, but not limited to, item within 72 inches of the floor. Spot cleaning includes cleaning smudges, fingerprints, marks, streaks, spills, ventilation grates, grillwork, doors, door guards, door handles, kick plates, light switches, temperature controls and other fixtures. All surfaces shall have a clean uniform appearance. Clean the exterior and interior of all light fixtures to include globes and/or diffusers to keep the fixture free of bugs, dust, grease, and other foreign matter. Contractor shall be responsible for light fixtures up to 72 inches in all units. Clean and disinfect all restroom surfaces; sinks, toilets, urinals, showers, other plumbing fixtures, counter tops and vanities. All surfaces will be free of spots, mildew, soil, streaks, scale buildup, soap scum, odors and any other deposits. Restrooms shall have a clean scent. Replace toilet paper and leave 2 additional rolls of toilet paper in designated location. FFAFRA will provide all toilet paper, extra toilet paper will be picked up at front desk. Leave 4 bars of complimentary soap in each bathroom. FFAFRA will provide all complimentary soap, extra bars of soap will be picked up at the front desk. Clean and disinfect all kitchen surfaces to include sinks, countertops, cabinets, microwaves, toasters, coffee pots, stove drip pans, under stove top, broiler drawer, oven (inside & out) and refrigerators (inside & out). Do not leave food items or ice in refrigerator. All surfaces will be free of spots, mildew, soil, streaks, scale buildup, odors and any other deposits. Wash, dry, and return all kitchenware to cabinets/drawers. Notify front desk of any broken items. Clean washers & dryers to include top ring of washer, dryer lint trap and outside of both appliances. Leave 2 small bottles of dish detergent in kitchen sink. FFAFRA will provide all dish detergents, extra dish detergent will be picked up at the front desk. SPECIAL REQUIREMENTS: N/A NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The anticipated North American Industry Classification System Code (NAICS) for this requirement is 561720 Janitorial Services with a corresponding size standard of $18M. SUBMISSION DETAILS: Responses should include: 1) Business name and address; 2) Name of company representative and their business title; 3) Large or Small Business Size and Type of Small Business (if applicable); 4) Cage Code; 5) DUNS Number; 6) Interested businesses should submit a brief capabilities statement package (no more than three pages) demonstrating ability to perform the services listed in this Technical Description. Documentation should be in bullet format. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing sources sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
