Description
NASA Ames Research Center (ARC) has a requirement to conduct scientific research to understand the effects of spaceflight conditions on the skeleton, specifically, high force exercise (like squats) while in a simulated weightless environment. One of the standard techniques is bone histomorphometry, a set of measurements that allow bone researchers to determine how fast osteoblast cells can form new bone and how fast osteoclast cells can resorb it. One specialized technique required is staining for and quantifying small micro-cracks and diffuse damage present in the bone (collectively named micro-damage). NASA/ARC intends to purchase services from the Bone and Signaling lab from Indiana University, School of Medicine, Bone Biology Laboratory, under the statutory authority of 10 USC 2304(c)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Market research shows that Indiana University is the only known entity that has the ability to assess micro-damage in bone, which is an extremely specialized technique.No commercial vendors were found who could perform the requirements. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. Pacific Time on November 13, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
