- JUSTIFICATION FOR SINGLE SOURCE AWARDS IAW FAR 13.106-1 (OVER MICRO-PURCHASE THRESHOLD($3K) BUT NOT EXCEEDING THE SAT ($150K)) IAW FAR13.104, COs must promote competition to the maximum extent practicable to obtain supplies and services from the source whose offer is the most advantageous to the Government, considering the administrative cost of the purchase. When competition is not practicable, IAW FAR13.106-1(b), COs solicit from a single source for purchases not exceeding the simplified acquisition threshold. COs may solicit from one source if the CO determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). IAW FAR13.106-3(b)(3),COs are required to include additional statements explaining the absence of competition (see 13.106-1 for brand name purchases) if only one source is solicited and the acquisition does not exceed the simplified acquisition threshold (does not apply to an acquisition of utility services available from only one source) or supporting the award decision if other than price-related factors were considered in selecting the supplier. This template when completed can be used to document single source awards IAW FAR13.106-3(b)(3). Note: Statements such as "only known source" or "only source which can meet the required delivery date" are inadequate to support a sole source purchase. 1. PURCHASE REQUEST OR REQUISITION NUMBER: 528-16-1-7803-00141A. PROJECT/TASK NUMBER None 1B. ESTIMATED AMOUNT: $143,345.00 (base year and 4 option years) 2. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE: A service maintenance plan for the following Bayer MedRad equipment: four (4) Provis Angiographic Injectors, one (1) Spectris Solaris MR Injector, two (2) Stellant D CT Injectors, and two (2) Veris Injectors located at the Syracuse VAMC, which consists of: on-site service support and one annual preventative maintenance service to include all travel, labor and parts expenses. 3. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR SERVICES CAN BE USED: Bayer Healthcare LLC is the only company that provides firm fixed price service maintenance plans for all of the Med Rad media injector models list in the previous section located at the Syracuse VA Medical center. 4. REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE, WHICH CAN PROVIDE THE SUPPLIES OR SERVICES: Market research has indicated that there are companies that repair Med Rad Media injectors, however through market research I have not been able to identify a Bayer Healthcare authorized service provider that can support all of the media injector models present at the Syracuse VA Medical center. 5. DESCRIPTION OF MARKET RESEARCH CONDUCTED AND RESULTS OR STATEMENT WHY IT WAS NOT CONDUCTED: A review of the previous procurement of this requirement was awarded as a task order off of Bayer Healthcare LLC's FSS contract (V797P-5058B). A review of this FSS contract identified that this contract does not have any line items that can be used to procure this requirement, therefore this procurement shall not be procured as a task order under this FSS contract. A Search of Schedule 65IIA, Category A-200 indicates that there are no FSS contracts that have line items for Med-Rad media injector service agreements. A search in CCST for "Med Rad media injector maintenance" also did not result in the identification of any FSS contracts that contained line items that could meet this requirement. A search of NAICS code "811219" and key words "Media Injector" resulted in 8 vendors that could possibly meet the procurements requirements. After reviewing the profiles of each of these companies, none of them could meet the procurements requirements. A Google search for "med rad media injector service maintenance" identified two possible companies, Coeur Inc. and Precise Biomedical Inc., that could meet the requirements of this procurement. I contacted both companies and both indicated that they did not support all of the models to serviced under this agreement. A sources sought notice (VA528-15-N-0276) was posted on FBO for 30 days and did not receive any written responses 6. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
