- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The Naval Air Warfare Center Training Systems Division (NAWCTSD) Orlando intends to award two modifications to a delivery order under Basic Ordering Agreement (BOA) N61340-12-G-0001 to L-3 Communications Corporation, Link Simulation and Training Division (L-3) Company for the procurement of Software Configuration Set/Operational Flight Program (SCS/OFP) software for installation on all F/A-18 C/D Tactical Operational Flight Trainers (TOFTs) and SimuStrike devices as well as Deficiency Report (DR) corrections as a result of previous SCS/OFP Government testing. The effort is a continuation of the current 25X -29C SCS/OFP effort that was previously awarded to L-3 and will now include requirements through 31C SCS/OFP. As the Original Equipment Manufacturer (OEM) of the F/A-18 C/D TOFT SCS/OFP software, L-3 is the only source capable of providing the SCS/OFP software. Award to any other contractor would result in substantial duplication of costs to the Government that would not be recovered through competition and would create unacceptable delays in fulfilling F/A-18 mission training requirements. This acquisition is being pursued on a sole source basis under statutory authority of 10 U.S.C. (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). No solicitation documents are available. This notice of intent is neither a request for competitive proposals nor a solicitation of offers.
