- The services covered under the above referenced purchase orders will be provided by a medical facility not covered under FCC Allenwood's Comprehensive Medical Contract, DJBP020100000027, through Seven Corners for the period of 11/01/15 - 11/30/15. High trauma and specialty care services are referred to Geisinger Medical Systems via 911 services or by a contracted network hospital or provider. Geisinger offers specialty care services and technology not available through any of the contracted network facilities or providers. Seven Corners is aware of the Government's use of this facility for high trauma and specialty care requirements. Follow up appointments for the inmates falling under this criteria will also be continued through Geisinger in order to maintain continuity of care for these inmates. Statutory authority permitting other than full and open competition is 41 U.S.C. 253(c)(1). The exception which permits use of the cited statutory authority is stated at FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Normal procurement procedures could not be followed. This requirement is estimated at $98,000. Seven Corners has attempted on several occasions to bring Geisinger Health Services and it's affiliates on board as a provider under DJBP020100000027. Geisinger Healthcare Systems is not interested in entering into a long term contractual agreement with our comprehensive contractor. The Government is left with no recourse other than to procure open market medical requirements through the Geisinger Medical Center and Geisinger Clinic when required. The supplier, Geisinger, is actively registered in the CCR database, is not included in the Excluded Parties List System and has been determined to be responsible in accordance with FAR 9.104-1. It has been determined by this Contract Specialist that the Health Services Administrator has provided for all procurement requirements to the best of his ability. Based on research and prior history in regards to this type of service, it has been determined that the dollar amount estimated for this particular order is both fair and reasonable. This Contracting Officer has determined that the price paid for these services will be fair and reasonable and that an affirmative determination of the hospitals responsibility has been made by this office.
