- SOURCES SOUGHT NOTICE INTRODUCTION The Naval Air Systems Command (NAVAIR) Contracts Department (AIR 2.3.2.5), Patuxent River, MD announces its intention to award a sole source contract to National Instruments to procure five (5) National Instrument Acoustic Intelligence Collection Suite (ACS) processors in support of Airborne Anti-Submarine Warfare Intelligence (AAI) (CNO Project K-0416). This procurement is being awarded sole source on the basis of FAR 6.302-1. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND The mission of Airborne Anti-Submarine Warfare Intelligence (AAI) (CNO Project K-0416) is to provide advanced Airborne Anti-Submarine Warfare capabilities through rapid development of new technology and prototype mechanisms for the collection of antisubmarine warfare (ASW) related intelligence. REQUIRED CAPABILITIES The ACS Processor will collect, analyze, and record the aircraft Software Defined Sonobuoy Receiver (SDSR) acoustic data and control messaging. It will use this information to tune the ACS SDSR to the same channels as the aircraft SDSR. The ACS processor will also record 1553 messages in the Standardization Agreement (STANAG) format. It will record aircraft Mission Computing and Display Subsystem (MCDS) and Mission Acoustic Subsystem Data Recorder (MASDR) message traffic also in the aircraft radar altimeter and Internal Communication System (ICS) data. Lab view is the software development environment used by the system. This requirement is a follow-on procurement to N00019-15-C-0087 currently being performed by The National Instruments Corporation. ELIGIBILITY The applicable NAICS code for this requirement is 334516 with a Small Business Size Standard of 500. The Product Service Code is 5975. Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement. SUBMITTAL INFORMATION It is requested that interested businesses submit to the contracting office a brief capabilities statement package (no more than 10 pages in length, single spaced, 12 pt. font minimum) demonstrating ability to perform the services. This documentation must address the ability to perform the services listed in the Required Capabilities. Estimated Delivery Date is March 2016.
