- The U.S. Fish and Wildlife Service Region 5, intends to award one or more Regional Indefinite Delivery Indefinite Quantity Contract (IDIQ) to provide Road Repair and Maintenance for the Northeast Region (Region 5 or R5). Region 5 encompasses the states of Maine, New Hampshire, Vermont, New York, Massachusetts, Connecticut, Rhode Island, New Jersey, Pennsylvania, West Virginia, Maryland, Delaware and Virginia. Offerors will indicate within their proposal those states where they are interested in performing work from the list of the above mentioned states. This procurement action is being solicited as a Full and Open Competition, Small Business Set-aside and will contain Davis Bacon Wages. The NAICS code is 237310, with a size standard of $36.5 million. This work involves providing, and is not limited to, the following work: road construction and re-construction, emergency road construction due to major emergencies such as landslides, blizzards, flooding, fire, etc; road and/or parking area re-construction, re-conditioning, and other related road work as described in the Statement of Work of each individual Task Order. Detailed requirements and/or specifications will be listed within the solicitation. Task Orders will be Firm Fixed Priced and contractors must self-perform at least 15% of the work. The Contractor will be required to furnish all labor, materials, equipment, and supplies to perform work in accordance with the Statement of Work for each individual task order. The Government will evaluate interested firms on the following in the Solicitation: Relevant Experience, Safety, Past Performance, Bonding and one non-technical factor: Price. The potential contract term includes a base year for a period of 12 months with options to extend the term of the contract for up to four (4) additional 12 months period. Maximum potential contract value anticipated is $100,000 per year. Solicitation package number F16PS00011 includes the Solicitation Forms (SF1442), Statement of Work, Past Performance Survey, Customer Satisfaction survey and other attachments as required.
