- N00164-12-G-JQ66-03 - Special Notice SOLE SOURCE - Multi-Spectral Targeting Systems (MTS) - FSG 58 - NAICS 334511 Anticipated Issue Date 3 NOV 2015 - Anticipated Closing Date 10 NOV 2015 - 2:00 PM EDT This solicitation is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division intends to issue various Job Orders (JO) under a sole source Basic Ordering Agreement (BOA), number N00164-12-G-JQ66. The BOA was issued to Raytheon Company, McKinney, TX. Acquisitions under the BOA have been and will be conducted on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition was the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. As a result of these JOs the overall contract ceiling for BOA N00164-12-G-JQ66 will remain unchanged. The JOs are anticipated to procure various Multi-spectral Targeting Systems (AN/AAS-44C (V), AN/DAS-1A and other variants) and spare parts for the MTS; which have previously been determined fair and reasonable on the BOA. The MTS is a Forward Looking Infrared (FLIR) System which is used on the MQ-1 and MQ-9 unmanned aerial vehicles, the MH-60 multi-mission helicopters and other platforms (US and Foreign Military Sales). This synopsis is issued to advertise the BOA requirements that will be met through orders placed under the BOA for a one year period. Request for proposal will not be made available through http://www.fbo.gov/. The request for proposal will be provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR Part 15, Contracting by Negotiations. Responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
