- NASA/GSFC plans to issue an Invitation for Bids (IFB) for the Wallops Airfield Repair Project, COF Phase 1 (A-2B1, 2B2, 2C, 6, 7, A159-1, 2, OR22-1, R4-7A, 7B, 8A, 8B, 9A, 9B, 11A, 11B, 13A, 13B, 15A, 15B, 16A, 16B, R17-17A, 17B, 19A, 19B, 22A, 22B, TE-9A, TF-1, 2, TG-1, 2, 3A, 3B, TH-1, 2, TE-10A, 11A, 12A, 13A, 14A, 14B, 15A, AND 16A) at Wallops Flight Facility, Wallops Island, VA 23337. The scope of work for this project shall include but is not limited to: demolition, site work, concrete construction, asphalt milling and replacement, and storm drainage piping. This acquisition will result in a single fixed price construction contract. The order of magnitude for the procurement is more than $10,000,000 and the effort shall be completed within 730 calendar days after notice to proceed. A bid guarantee, performance bond, and payment bond will be required. The NAICS Code and small business size standard for this procurement are 237310 and $36.5M respectively. This acquisition will be solicited inviting full and open competition. The subcontracting goals established for this procurement are as follows: Total Small Business 5%, Small Disadvantaged Business 3%, Woman Owned Small Business 1%, HBCU/MI 0.3%, HubZone Small Business 0.8%, Veteran Owned Small Business 1%, and Service Disabled Veteran Owned Small Business 0.5%. Goals are based on percent of contract value. This is a revision to IFB NNG15549738R which was canceled in accordance with FAR 14.404-1, due to materially different site conditions. It does not replace an existing contract. No prior contract information exists. The anticipated release date of the IFB is on or about November 18, 2015 with an anticipated offer closing date of on or about December 16, 2015. The firm date for receipt of bids or proposals will be stated in the IFB. All responsible sources may submit a bid which shall be considered by the agency. It is the offeror's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). NASA Clause 1852.215-84, Ombudsman, is applicable. The solicitation and any documents related to this procurement will be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. (b) An organized site visit will be held. Time and location will be stated in the IFB.
