Description
Justification and Approval for Other Than Full and Open Competition for the Global Hawk Program This Individual Justification and Approval (J&A) is being processed to gain approval to extend the performance period of awarded Firm-Fixed-Price contract FA8620-15-C-3010 for three months. The increased ceiling also includes an additional six months of service that could be utilized via FAR 52.217-8 Option to Extend Services, if necessary. The original contract was a nine-month bridge contract awarded on a sole source basis for the continuation of sensor analysis and program milestone documentation support to Pricewaterhouse Coopers (PWC). The continuation of this effort has become necessary to avoid lapse in service while the Engineering, Professional, and Administrative Support Service (EPASS) office adjudicates a protest resulting from a competitively awarded, mandatory use contract awarded 7 Aug 15. The EPASS office received a protest on 14 Aug 15 resulting in a suspension to the commencement of work scheduled to begin on 20 Aug 15. The Global Hawk contract period of performance on this bridge effort will conclude on 19 Aug 15. This protest has effectively prevented the current services from being executed by the awardee as a result of the suspended commencement. Considering the time remaining before the existing contract expires PWC is the only option to continue the services currently being provided to meet the USAF needs.
