Description
Dyess AFB is requesting information for FLUKE maintenance in support of the 7th Medical Group to determine available sources for services listed below. This is a request for information for market research purposes only. No solicitation is available at this time. This sources sought is open to all types of businesses including small businesses. The information in this notice is based on current information available to date and in not binding to the Goverment. The 7th Medical Group (7 MDG) requires a comprehensive service contract on sixteen (16) FLUKE equipment items, to include: cardiac simulators, radiation survey meters, noninvasive blood pressure simulators, defibrillator testers, electrical safety testers, pulse oximetry testers, manometers, electrosurgical unit testers, and all the accessories/components associated with the listed equipment items. SERVICE DESCRIPTION: The contractors shall provide calibration and repair services for eleven (11) BMET FLUKE equipment items to include all accessories/components associated with the listed equipment items: ECN: 6220; MPS450; Simulator, Cardiac Electrocardiography; Serial #: 209586 ECN: 6681; MPS450; Simulator, Cardiac Electrocardiography; Serial #: 898401 ECN: 7568; Index-2LF; Tester, Pulse Oximetry Monitor; Serial #: 9679030 ECN: 7836; Impulse 7000DP; Tester, Defibrillator; Serial #: 1195051 ECN: 8246; ESA612; Analyzer, Electrical Safety; Serial #: 2132028 ECN: 8532; Spot Light; Tester, Pulse Oximetry Monitor; Serial #: 3143056 ECN: 8534; DPM4; Manometer, Calibration/Inspection; Serial #: 3128019 ECN: 8535; DPM4; Manometer, Calibration/Inspection; Serial #: 3128018 ECN: 8536; ESA612; Analyzer, Electrical Safety; Serial #: 3148914 ECN: 8576; QS-ESII; Tester, Electrosurgical Unit; Serial #: 202465 The contractors shall provide repair services for four (4) BEE FLUKE equipment items to include all accessories/components associated with the listed equipment items: ECN: 6510; 451P-RYR; Radiation Survey Meter, Ionizing Chamber; Serial #: 209586 ECN: 7206; 451P-RYR; Radiation Survey Meter, Ionizing Chamber; Serial #: 1878 ECN: 7477; 451B-RYR; Radiation Survey Meter, Ionizing Chamber; Serial #: 1035 ECN: 8095; 451B-RYR; Radiation Survey Meter, Ionizing Chamber; Serial #: 2334 SERVICE CALLS: The contractor will provide technical telephonic assistance to operators of the equipment and BMET personnel in determining locality of potential malfunctions. There will be unlimited service calls during the period, Monday through Friday, from 7:30 AM to 4:30 PM, excluding holidays. PERFORMANCE: All work is to be performed by competent service personnel, experienced and certified to work on FLUKE equipment. All services performed will be guaranteed under the contractor's standard commercial warranty for workmanship and parts utilized. SCHEDULE OF INSPECTIONS: The contractor will calibrate all eleven (11) units listed above in the SUMMARY OF REQUIREMENTS. Intervals for calibration will be set IAW manufacturer specification and will not exceed currently established Defense Medical Logistics Standard Support (DMLSS) maintenance schedules. The contractor must provide documentation on all test equipment used to check and calibrate the equipment to ensure that all test equipment has been either calibrated IAW manufacturer specifications or calibrated within the last twelve (12) months against a standard that is traceable to the National Bureau of Standards. Hard copy documents of all services performed and parts utilized during the calibrations and/or repairs will be provided to the BMET office with the returning unit. Before and after data for all calibrations will be provided. If repairs and calibrations are required for any of the sixteen (16) equipment items, that item falls under the same documentation requirements as the eleven (11) units. For equipment that has reached the end of its repairable support period, the contractor will notify the government in writing by fax or email with a recommendation for replacement. REPORTING PROCEDURES: The contractor does not require access to Dyess AFB and does not require reporting procedures. PARTS: The contractor shall furnish and replace all parts to restore the equipment to a serviceable condition at no additional cost to the government. This includes, but is not limited to: labor, materials, parts, test equipment, tools, facilities, shipping and incidentals necessary to perform calibration and major repair or refurbishment services on a varying quantity of government-owned precision test equipment for all sixteen (16) equipment items. All provided parts will be Original Equipment Manufacturer (OEM) parts or parts manufactured to OEM specifications. Parts shall be new and compatible with existing equipment. All replaced parts shall become property of the contractor. The contractor will provide a written description of all the work to per performed on each equipment item. CONNECTIONS: Maintenance is to include all interconnections, devices and cables associated with the equipment listed under SUMMARY OF REQUIREMENTS. EQUIPMENT: The government is responsible for the packing and shipping of equipment for repair/refurbishment to the contractor. The contactor will package and ship equipment back to Return Delivery Address upon completion of repair/refurbishment.
