Description
The Naval Air Systems Command, Patuxent River, MD intends to negotiate and award a sole source, cost plus fixed fee contract with Sikorsky Aircraft Corporation for integration of the Automatic Dependent Surveillance - Broadcast (Out) (ADS-B(Out)) capability into the System Development and Demonstration (SDD) mission computer host software baseline of the CH-53K. ADS-B is a platform-based surveillance service that broadcasts a platform's identification, position, velocity, and other pertinent information in order for aircraft to be accurately tracked by ground controllers. It is expected to enhance aviation safety and operational efficiency and is being adopted worldwide, primarily using Mode S as the data link between aircraft and the ground. Sikorsky Aircraft Corporation is the original equipment manufacturer for all H-53 helicopters, as such, is the sole entity with essential data on the design, development, test, and manufacture of the H-53 fleet. A sources sought notification was posted in the FedBizOpps website on 20 OCT 2015 and closed on 4 NOV 2015. Two interested vendors responded to the notification asking for additional information; however, no capabilities statement package was submitted to NAVAIR. The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.
