Description
Introduction: The Army Contracting Command - Aberdeen Proving Ground, CCAP-SCN, Natick Contracting Division, on behalf of the Joint Project Manager for Protection (JPM P), intends to award a firm fixed price contract on a sole source basis to AeroClave. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued; however, any firm that believes it can meet the requirement may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. 1. Nature and description of the supplies or services required to meet the agency's needs: The JPM P requires additional prototype aircraft decontamination components using the current technology and design of the Joint Biological Aircraft Decontamination System (JBADS). Current JBADS technology was purchased by Air Force Research Lab and successfully demonstrated on a C-130 during a Joint Capability Technology Demonstration conducted FY13-15, however the JCTD identified deficiencies in thermal range and modularity to support additional platforms, forward military operations and mobile deployment. The JPM P wishes to expand upon the capabilities demonstrated during the JCTD by developing and demonstrating a mini-JBADS capable of delivering a greater thermal range technology into a smaller and more mobile design. AeroClave has the ability to provide updated aircraft decontamination components and ancillary equipment that address the issues noted during the JCTD to facilitate concept development and refine requirements across the Protection and Hazard Mitigation portfolio. 2. Interested parties may identify their interest and capability by sending responses to this requirement to the Army Contracting Command - Aberdeen Proving Ground CCAP-SCN, Natick Contracting Division via e-mail: thomas.j.bouchard.civ@mail.mil and katherine.fox@ee-volve.com no later than 3:00 p.m. EST on 20 November 2015.
