Description
The National Institutes of Health, Office of Logistics and Acquisition Operations, on behalf of the National Eye Institute intends to issue a fixed price award to a single source under the authority of FAR 13.106-1(b)(1), soliciting from a single source. An award will be made on or about 19 November 2015 to Sigma-Alrich. The ongoing research at the National Eye Institutes has a need for Fetal Bovine Serum that is required for culturing human retinal pigment epithelium (RPE) cells. The Serum buying company and Lot are chosen based on extensive testing of same Lot samples to make sure that no toxic effects are detected in RFE physiology. Based on these test Sigma-Aldrich fetal bovine serum Lot 14M255 was determined to be the only suitable purchase to support RPE viability in culture. The National Institutes of Health, National Eye Institute must continue to use the Fetal Bovine Serum in order to avoid and make sure that no toxic effects are detected in the RPE physiology. Reagents from other sources have been compared and have found this company is the only one that provides reagent activity specifications needed for the experiments using human retinal pigment epithelial cells. The North American Industry Classification System (NAICS) code for this requirement is 325199 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within ten calendars days of publication of this notice, shall be considered by NIH/NEI. All responses must be submitted to the Government point of contact at holleyv@od.nih.gov. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
