Description
The Federal Aviation Administration (FAA) Office of Information and Technology (AIT) has a requirement for technical support services to assist with the implementation and continuing support of enterprise-wide software application and database development and maintenance related activities that can be broadly categorized as solution development (new systems) and enhancement and sustainment (existing systems). AIT is the FAA organization that provides Information Technology (IT) products and services. AIT reports under the Office of Finance and Management (AFN) Finance Directorate. The FAA's AFN/AIT organization, also called IT Shared Services is responsible for the sustainment and evolution of information technology services that support FAA's mission to provide safety and value to the FAA s business partners, aviation industry, aviation community and U.S. citizens. AIT delivers IT products and services with quality and speed to help FAA employees provide optimal support to the agency's mission of safety in flight. For this effort, the Contractor must provide a variety of current and future IT operational support services to AIT. This includes, but is not limited to: 24 x 7 daily operation and sustainment of operational non-National Aerospace (NAS) systems; Application and system development based on operational technologies; Support of routine AIT functions and requirements. The attached Statement of Work (SOW) provides additional details on the scope of work relevant to this request. This contract is anticipated to be a five (5) year Indefinite Delivery Indefinite Quantity Contract with a one (1) year base ordering period and four (4) additional one year ordering periods. The incumbent contractors for this procurement are: Leader Communications, Inc. under contract DTFAWA10-A-00049; Task Order 0002 LinTech Global Inc. under contract DTFAWA11-A-00256; Task Order 0001 Optimal Solutions and Technologies under contract DTFAWA10-A-00235; Task Order 0027 In accordance with the FAA Acquisition Management System (AMS) Section 3.2.1.2.1, the FAA is conducting a market survey to determine industry interest and capabilities to perform the scope of work contained within the attached SOW. The acquisition strategy for this procurement has not been determined at this time. The results of this market survey will determine the final acquisition strategy. The FAA may decide to do a full and open competition or set aside all or part of this procurement for small businesses, disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. Interested vendors should respond with a Capabilities Statement. This document should address your company s capability/experience to perform the task requirements defined with the Statement of Work (SOW) dated November 09, 2015. Address clearly and concisely how your company will support this anticipated contract. Any relevant current or previous corporate experience should be included within this statement. Previous experience should be limited to the last five years. Total page limitation for the capability statement is three pages font size 10, one-inch margins, single spaced. This is not a Screening Information Request or Request for Proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. The FAA will not pay for and is not liable for costs associated with the preparation and submittal of responses to this announcement. Any costs associated with the submission of a response to this request are solely at the interested vendor s expense. The North American Industry Classification System code associated with this request is 541519- Other Computer Related Services. This NAICS has a small business size standard of $27.5M. The FAA will consider all responses received.
