- This is a pre-solicitation notice posted in accordance with FAR 5.204. THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. The Missile Defense Agency has a requirement for the development and validation of flight test resource architectures; verification and validation of truth data collection requirements; review of data collection capability analyses; review of mission requirements documents; generation of test asset requirements; telemetry, radar and optical link margin analysis; generation of Universal Documentation System (UDS) materials for all flight tests; assistance with test resources during flight test execution; generation of post-mission analysis data products; coordination with both internal and external agencies; and quick reaction tasking for test execution. Additional requirements are explained in the performance work statement (PWS), Attachment J-01, included with the draft RFP posted on FedBizOps on October 26, 2015. The acquisition will be a total Small Business Set-aside (SBSA) competition. The North American Industry Classification System (NAICS) code for this acquisition is 541712 (Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology)) and the small business size standard is 500 employees. The Government intends to award a single contract, cost plus fixed fee, completion type contract. The contract will have a base period of three (3) years with two (2) one-year options. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.sam.gov. It is anticipated that the solicitation will be available at Federal Business Opportunities (FedBizOpps) at www.fbo.gov on or about December 01, 2015. Paper copies of the solicitation will not be issued. The solicitation may be accessed electronically only via the FedBizOpps website. Offerors are responsible for routinely checking the FedBizOpps website for any possible solicitation amendments that may be issued. Proposals will be due 30 days after the solicitation is issued.
