- The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of the U.S. Army Armament Research, Development and Engineering Center's (ARDEC) Advanced Materials Branch (RDAR-MEE-M), is conducting a Market Survey to identify potential sources for the supply, delivery, and maintenance of the following Thermal Analysis Equipment: one (1) Netzsch STA449 F1 Jupiter Simultaneous TGA-DSC/DTA apparatus (P/N STA400F1A01.000-00) coupled with one (1) QMS 403 D Aeolos Mass Spectrometer (P/N QMS4030DA00.000-00) with the following system specifications: 1. Simultaneous determination of caloric effects and mass changes on a sample at temperatures from ambient to 1600 °C. 2. The equipment shall be configured for simultaneous thermal analysis and evolved gas analysis (EGA) by quadrapole mass spectroscopy (MS). 3. The equipment shall have a thermobalance resolution less than or equal to 25 ng for precise TGA of nanopowder samples. 4. The equipment shall have a DSC sensitivity less than or equal to 0.1 µW. 5. The equipment shall have the ability to handle solid and liquid samples up to 5 g in weight and 5 mL in volume. 6. The equipment shall have a minimum of 3 programmable mass flow controllers for carrier gas flow control. 7. The equipment shall be capable of linear heating rates up to 1000 K/min. 8. The equipment shall be vacuum tight and achieve vacuum levels better than or equal to 10-4 mbar. 9. The equipment shall be capable of reducing oxygen levels at the sample to less than 1 ppm. 10. The equipment shall have all parts and accessories required for executing specific heat and heat capacity (Cp) measurements, including but not limited to furnaces, sample carriers, and calibration materials. 11. The equipment shall have an external chiller capable of sufficiently cooling the entire system. 12. The MS equipment shall be capable of measuring ranges from 1-300 amu with a resolution less than or equal to 0.5 amu. 13. The MS equipment shall have an electron impact ion source with ionization energies from 25-100 eV. 14. The equipment shall have a heated gas transfer system (up to 300 °C) between the TG-DSC and MS. 15. The equipment shall include all parts and standards necessary for full temperature and caloric calibrations. 16. The equipment shall include all sample carriers necessary for TGA, DSC, TG-DTA and Cp measurements. 17. The equipment shall have a user-friendly software package for data acquisition, storage and evaluation of TG-DSC and c-DTA data. Capabilities must include simultaneous measurement and evaluation, calculation of 1st and 2nd derivatives, and export of raw data files. 18. The equipment shall have a user-friendly software package for data acquisition, storage and evaluation of MS data. The MS software must be compatible with the TG-DSC/DTA software for simultaneous display of MS and TG-DSC data. 19. The equipment shall have a computer system and display monitor capable of running all included software packages (TG-DSC and MS). Minimum requirements shall be 3.2 GHz, 8GB RAM, 500GB disk, DVD multi-drive. 20. The equipment shall be installed, commissioned, and fully calibrated for temperature and enthalpy by a manufacturer's service engineer. At the time of installation, a basic introduction with an emphasis on new hardware and software features shall be given to a minimum of three ARDEC engineers. The Netzsch STA449 F1 Jupiter Simultaneous TGA-DSC/DTA apparatus (P/N STA400F1A01.000-00) coupled with one (1) QMS 403 D Aeolos Mass Spectrometer (P/N QMS4030DA00.000-00) will act as a system to determine, simultaneously, caloric effects and mass changes of samples in controlled and oxygen free (<1 ppm) environments up to 1600 °C. The equipment shall have a thermobalance resolution of 25 ng or better, and a DSC sensitivity less than or equal to 0.1µW. The system shall be vacuum tight. The system shall be configured for specific heat and heat capacity measurements. The system shall also be configured for evolved gas analysis (EGA) by mass spectroscopy (MS), and shall be capable of measuring ranges from 1-300 amu with resolution less than or equal to 0.5 amu. The system shall have a computer and software packages for data analysis of all TG-DSC, c-DTA, and MS data. The North American Industry Classification (NAICS) Code for the Thermal Analysis Equipment is 334516, Analytical Laboratory Instrument Manufacturing. All responses should be prepared in MS Word or PDF format, limited to ten (10) pages (test results may be included as attachments). Responses should also include a cover letter (not included in the page count), and, at a minimum, address the following: 1. Provide sufficient information to support the company's claim that it presently has the capability to supply, deliver, and maintain the Netzsch STA449 F1 Jupiter Simultaneous TGA-DSC/DTA apparatus (P/N STA400F1A01.000-00) coupled with one (1) QMS 403 D Aeolos Mass Spectrometer (P/N QMS4030DA00.000-00) with the aforementioned specifications. In addition to the Netzsch STA449 F1 Jupiter Simultaneous TGA-DSC/DTA apparatus (P/N STA400F1A01.000-00) coupled with one (1) QMS 403 D Aeolos Mass Spectrometer (P/N QMS4030DA00.000-00), responders should offer information on how training is performed and provided for system use. 2. Provide information regarding the respondent's ability to provide one (1) year of warranty support and maintenance of the Netzsch STA449 F1 Jupiter Simultaneous TGA-DSC/DTA apparatus (P/N STA400F1A01.000-00) coupled with one (1) QMS 403 D Aeolos Mass Spectrometer (P/N QMS4030DA00.000-00). 3. Provide sufficient information to support the respondent's ability to provide an additional two (2) consecutive years of support and maintenance to the Netzsch STA449 F1 Jupiter Simultaneous TGA-DSC/DTA apparatus (P/N STA400F1A01.000-00) coupled with one (1) QMS 403 D Aeolos Mass Spectrometer (P/N QMS4030DA00.000-00) that includes at a minimum: annual maintenance, calibration, emergency services, and a discount on parts purchased during the support/maintenance years. 4. Provide a point of contact for your Company which will include: the corporate point of contact's name, address, website (if available), phone number, and email address. Companies are to state their NAICS Code, Cage Code and Duns Number. 5. Provide the respondents business size as it applies to NAICS code 334516 and any socio-economic considerations. 6. Provide history of similar services that your company has provided to other government agencies or other non-government customers. If applicable, please identify the agency or non-government customer. If you are unwilling to share your customer's identity, please address whether your company offers the same or similar services commercially (outside the federal Government). If you elect to identify your past and current customers to which you provided similar products, include the customers/company name and point of contact, phone number and address/e-mail where they can be contacted. 7. Respondents should identify any subcontractors that would be utilized in the supply and delivery of the Thermal Analysis Equipment and approximate delivery schedule that can be supported for the delivery, installation of equipment and training after award. This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of the market survey. The Government is not obligated to notify respondents of the results of this survey. Any documentation provided will not be returned. The information provided will only be used in developing an acquisition approach for future support by the U.S. Government.
