- Solicitation, Statement of Work, CDRL, Past Performance Questionnaire The solicitation is for Radio-Frequency (RF) Continuous-Wave (CW) Microwave-Power-Module (MPM) Amplifiers for use as transmitters in a developmental system. The RF CW MPM amplifiers will be used to design and evaluate prototype shipboard and airborne EW applications and will be mounted in an enclosure that will be installed on both surface shipboard and airborne platforms. The required items shall be procured in accordance with technical specifications in the Statement of Work (SOW), which is included with the solicitation. This presolicitation notice replaces N00173-14-R-DEO1C. A presolicitation notice for this requirement has already been posted for the required 14 days. This notice is posted to provide continuity. The acquisition will proceed under solicitation number N00173-16-R-JF01 Presolicitation Synopsis (amended) for: Radio-Frequency (RF) Continuous-Wave (CW) Microwave-Power-Module (MPM) Amplifiers Solicitation Number: N00173-14-R-DE01 (original synopsis) Solicitation Number: N00173-14-R-DE01C (corrected synopsis) The Surface Electronic Warfare Systems Branch at the US Naval Research Laboratory, Washington, DC, is responsible for research, design, and development of onboard Electronic Warfare (EW) technologies, techniques, and systems to deny or degrade hostile use of the electromagnetic spectrum and protect naval ships. This includes threat assessment and definition, development of EW operational concepts, EW requirements definition, electronic countermeasure technique research and analysis, EW signal processing research, EW system research and prototype system development, EW technique and system effectiveness evaluation, field experimentation, and system effectiveness assessments. The Naval Research Laboratory (NRL) Tactical Electronic Warfare Division (TEWD) has a need for Radio-Frequency (RF) Continuous-Wave (CW) Microwave-Power-Module (MPM) Amplifiers for use as transmitters in a developmental system. The RF CW MPM amplifiers will be used to design and evaluate prototype shipboard and airborne EW applications and will be mounted in an enclosure that will be installed on both surface shipboard and airborne platforms. The required items shall be procured in accordance with technical specifications in the Statement of Work (SOW), which will be available with the solicitation. The contractor shall deliver the units as listed in the SOW, and meet all performance criteria provided in the technical specifications and detailed requirements of the SOW. The contractor shall adhere to specifications and requirements including, but not limited to; - Frequency - Power Output - Time Delay - Duty Cycle - Pulse Characteristics - Linear Gain - Input/Output Based on a survey of the market, the Government has determined that the supplies to be acquired meet the definition of a commercial item. Therefore, the Government intends to use FAR Part 12, Acquisition of Commercial Items. A firm-fixed-price, indefinite-delivery, indefinite-quantity contract with a three-year ordering period is contemplated. All responsible sources may submit a proposal based on instructions found in the solicitation, when posted, which shall be considered by the agency. NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided. The actual closing date for proposals will be stated in the solicitation when issued.
