- This acquisition is being solicited in accordance with FAR subpart 19.15 Economically Disadvantaged Women Owned Business (EDWOSB). THIS PRESOLICITATION (W911S7-16-B-0002), THE SOLICITATION AND ANY AMMENDMENTS ARE PAPERLESS AND WILL BE AVAILABLE THROUGH THE INTERNET ONLY. THE NAICS CODE IS 237130 WITH A SIZE STANDARD OF $36.5M. The Contractor shall furnish all plant, labor and materials and performing all work to provide and install 12 strand fiber optic cable to four buildings at WA 224 training site located on Fort Leonard Wood Military Reservation Fort Leonard Wood, Missouri. Construction details, any applicable drawings and Statement of Work (SOW) will be provided when the formal solicitation for Invitation for Bids is issued. Applicable drawings will be provided electronically at the time of Solicitation. The magnitude of this project is between $100,000 and $250,000. This will be a fixed price construction contract. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) in order to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. FAR and DFARS Representations and Certifications can be submitted at https://www.sam.gov/. Offeror must be certified as an Economically Disadvantaged Woman Owned Small Business/Woman Owned Small Business (as solicited) at the time of submission of bid. Offeror shall comply with SBA requirements for verified eligibility and all required documents shall be loaded to the WOSB Program Repository at www.sba.gov/wosb or https://eweb.sba.gov/gls/dsp_login.cfm. Offerors not possessing a valid, active, and verifiable eligibility at the time of bid submission will not be considered for award. Contractors must ensure that the applicable NAICS code 237130 is included in their profile prior to submission of bids. The areas concerned in this project are government owned. They will be in use during the progress of the work and the contractor shall arrange their operations to cause as little interference as possible; work shall be performed during normal business hours identified as 7:30 a.m. to 4:00 p.m., Monday through Friday, legal public holidays excepted. All work performed shall be in accordance with the specifications provided at solicitation. The solicitation will be available on or about 1 December 2015 on the Federal Business Opportunities (FBO) website (http://www.fbo.gov) and the Army Single Face to Industry (AFSI) website (https://acquisition.army.mil/asfi/).
